On September 18, Liu Fuchu, head of the construction base of the Hunan Yisheng Ecological Textile Raw Materials Industrial Park project, introduced this excitedly to reporters while acting as a "tour guide" at the bustling construction site.
The Hunan Yisheng Ecological Textile Raw Materials Industrial Park project, located in the Hanshou High-tech Industrial Park, covers an area of 34.7 mu, with a building area of 15,000 square meters, including 8,112 square meters of newly built factory buildings and 6,240 square meters of warehouses. It plans to add one ramie and flax degumming production line, mainly providing semi-finished products to domestic textile export enterprises.
Since the beginning of this year, Hanshou County has comprehensively launched the business environment brand of "Come to Hanshou, Everything Is Easy," fully implementing full-process agency services for enterprise-related administrative approvals, strictly implementing the "6411" mechanism for full life-cycle management of major industrial projects, formulating a list of major industrial projects linked to county-level leaders, clarifying the relevant liaison leaders and supporting units, and relying on their respective resources to make multi-party efforts to promote project construction. The park has established a dedicated project task force and a work promotion mechanism of "daily supervision, weekly scheduling, and monthly settlement," regularly going deep into project sites to collect obstructive factors, and focusing on the entire process, full chain, and all links of investment attraction and project implementation to ensure good service and control throughout the whole process of signing, commencement, construction, production, and effectiveness.
In order to provide land security for the park's development, the county has actively promoted the park's zoning adjustment work, completed the compilation of the park's regulatory plan, and revitalized existing assets. For some enterprises' inefficiently used land, idle land, and idle factory buildings, classified disposal has been carried out through methods such as investment attraction and expansion or new construction. The county has also continuously consolidated infrastructure construction, carried out water supply network quality improvement and renovation on five main roads in the park including Kangpu Avenue and Qilin Road, and launched the second phase of the standardized factory building project. As of the end of August, the park had built 8 standardized factory buildings totaling 50,000 square meters.
The continuous improvement of both the soft and hard environments has made the park's "siphon effect" increasingly prominent, and project introduction and project construction have clearly accelerated. This year, Hanshou County has newly introduced 23 engineering construction projects with a total investment of 4.85 billion yuan, including 15 projects worth over 100 million yuan. Among the 47 projects under construction in the park, 15 projects including Keruifei, Qingshan Duojiao Bio-organic Fertilizer, Luka Catering, and Rongsen Electronics have been completed and put into production; 14 projects including Jing'an Steel Structure, Peiyuan Textiles, and Xiongying Technology Tobacco Industrial Park are under accelerated construction; and 18 projects including Youfang New Energy, Meiqiao Technology, and Soft-shelled Turtle Deep Processing are carrying out intensive and orderly preliminary preparation work.
