On September 12, the "Tender Announcement for Construction Drawing Review of the Shijiazhuang-Xiong'an New Area Railway" was published on the Beijing Public Resources Trading Service Platform.

According to the announcement: the feasibility study of the Shixiong High-Speed Railway has recently been approved by China State Railway Group. The project has entered the construction drawing design stage, moving one step closer to construction drawing approval and official commencement before the end of the year.

The Shixiong High-Speed Railway has a design speed of 350 km/h, a total construction period of 3.5 years, and a total project investment of approximately 33.65 billion yuan. It is expected to be completed and opened to traffic in 2028.

In early 2022, the State Council officially issued the "14th Five-Year Plan for the Development of a Modern Comprehensive Transportation System," which explicitly proposed the construction of intercity railways in key city clusters. Among them, the intercity railway from Xiong'an New Area to Shijiazhuang was included in the railways planned for construction during the 14th Five-Year Plan period.

This project is a component of the Beijing-Harbin-Beijing-Hong Kong-Macao corridor's Beijing-Shijiazhuang section, one of the main corridors of the "Eight Vertical and Eight Horizontal" high-speed railway network, and is one of the passenger transport main axes of the Beijing-Tianjin-Hebei intercity railway network. It mainly undertakes intercity passenger flows between Xiong'an New Area and Shijiazhuang and along the line, as well as intra-regional passenger exchanges within Beijing-Tianjin-Hebei among Beijing, Tianjin and beyond to Shijiazhuang and the Xingtai-Handan area.

1. Tender Conditions

The Shijiazhuang-Xiong'an New Area Railway has been approved for construction by China State Railway Group Co., Ltd. under the "Reply on the Feasibility Study Report of the Shijiazhuang-Xiong'an New Area Railway" (Tie Fa Gai Han [2024] No. 309). The project owner (tenderer) is Beijing-Tianjin-Hebei Intercity Railway Investment Co., Ltd.

Construction funds come from China State Railway Group and Hebei Province. The project (capital) contribution ratio is as follows: China State Railway Group and Hebei Province contribute 3.045 billion yuan and 22.986 billion yuan respectively, with domestic bank loans used for the portion beyond the capital.

2. Project Overview

(1) The line starts from the newly built Yuhuadong Station in the Shijiazhuang hub, runs north through the Shijiazhuang High-tech Zone and Zhengding New Area, and after co-locating with Zhengding Airport Station on the Beijing-Guangzhou High-Speed Railway, passes through Wuji, Anguo, and Li County, and connects to the Xiong'an-Xinzhou High-Speed Railway yard under construction at Baoding East Station on the Beijing-Guangzhou High-Speed Railway. The newly built line is approximately 156 km long, uses the Xiong'an-Xinzhou High-Speed Railway to enter Xiong'an Station, and reserves conditions for connecting a line from Li County via Renqiu to the Xiong'an section.

A total of 6 new stations will be built along the entire line: Lixian West, Anguo East, Wuji, Zhengding Airport, Zhengding East, and Yuhuadong.

(2) In the Shijiazhuang hub, a 6.8 km northwest connecting line will be newly built from this line to Shijiazhuang East Station on the Shijiazhuang-Jinan High-Speed Railway; Shijiazhuang East Station will be reconstructed and the Shijiazhuang Station EMU depot expanded, with 4 inspection tracks and 21 stabling tracks added; and conditions for building an EMU depot will be reserved at Zhengding East Station. 

3. Scope and Content of the Tender

(1) Review work at the construction drawing stage, including: on-site verification; review of construction drawing design principles; review of construction drawing documents; review of construction drawing budgets; review of changed-design construction drawing documents; and other work to assist the project owner in completing construction drawing review.

(2) In accordance with the provisions of the "Measures for the Administration of Review of Construction Drawing Design Documents of Railway Construction Projects" (Guo Tie Gong Cheng Jian Gui [2020] No. 51), complete the review of construction drawing design documents, submit the "Review Report on Construction Drawing Design Documents of Railway Construction Projects" to the project owner, and assist the project owner in completing the filing of construction drawing review with the National Railway Administration. Prepare a review work summary report.

(3) Other supporting work during the service period. The service period runs from the effective date of the contract to the completion of the project's final accounts.
