The main contents of the notice are as follows:

　　The units applying for the Ministry's science and technology innovation platforms shall be research institutes, backbone enterprises, institutions of higher education, etc. in the field of housing and urban-rural development, and shall meet the following basic conditions:

　　(1) The supporting unit has independent legal personality;

　　(2) The professional field conforms to the national and housing and urban-rural development development priorities and medium- and long-term development strategy;

　　(3) It has obvious advantages and strong representativeness in scientific research and development within this field;

　　(4) It has science and technology leading talents and a high-level research team with a reasonable structure in the corresponding field, and clearly designates the chief expert of the science and technology innovation platform;

　　(5) It has good technical research and development sites, a sustained and stable source of funding, and other guarantee conditions;

　　(6) It has a sound internal management system and a good operating mechanism.

　　Units applying jointly shall complement each other's advantages, sign a cooperation agreement, and shall not exceed 10 in number. In principle, a researcher shall hold a position in only 1 Ministry science and technology innovation platform, and shall not hold positions in more than 2 science and technology innovation platforms (including national-level ones).

　　Applicant units shall, in strict accordance with the requirements of the Administrative Measures, closely focus on the key directions of the Ministry's science and technology innovation platform layout (see Attachment 1) when applying, and prepare a construction plan (template see Attachment 2). The names of science and technology innovation platforms shall highlight their advantages and characteristics and avoid being overly broad.

　　(1) Research units directly under the Ministry, institutions of higher education directly under ministries and commissions, central enterprises, and other units may, after expert demonstration, apply directly to the Ministry of Housing and Urban-Rural Development.

　　(2) Local relevant units shall be recommended to the Ministry of Housing and Urban-Rural Development for application by the provincial housing and urban-rural development authorities after organizing expert review.

　　The application materials include the application letter, recommendation letter (except for units applying directly), expert demonstration opinions, and construction plan. Applicant units shall, before October 15, 2024, submit the application materials affixed with the official seal (in duplicate) to the Department of Standards and Quotas of the Ministry of Housing and Urban-Rural Development (send the electronic version to kyc@mohurd.gov.cn).
