"Golden September and Silver October" is the traditional peak season for construction. On September 10, visiting multiple project construction sites in Ili Prefecture, one could see key projects accelerating forward, factory buildings rising from the ground, and a surge of hard work and dedication everywhere, showcasing the "speed" and "heat" of project construction. The Tiechanggou Reservoir Project, located in Sule Alemata Village, Bayandai Town, Yining City, has a total investment of 329 million yuan and a total storage capacity of 5.23 million cubic meters. The project mainly consists of a dam, a spillway, a diversion and emptying tunnel, a water release tunnel, and a management station building. As a key water conservancy project in Ili Prefecture, it is the only controlling hub project on the planned Tiechanggou River. It is a comprehensive water conservancy project focused on irrigation and water supply for humans and livestock. Once completed, it will provide irrigation water supply for 14,400 mu of farmland, ensure safe drinking water for 13,900 rural residents, and address issues such as uneven distribution of mountain river inflow, as well as spring drought, summer surplus, autumn shortage, and winter water abandonment, further improving basic agricultural production conditions and enhancing irrigation capacity.
At the construction site, excavators, transport vehicles, and various types of engineering machinery shuttled back and forth, while construction workers at various positions worked with full vigor, going all out to advance the project construction and ensure the annual targets are completed on schedule.
"Our construction period is 36 months. Since resuming work in March this year, we have completed the deep excavation of the diversion tunnel and water release tunnel and the excavation and support of the shaft. We are now carrying out secondary support and concrete pouring for the diversion tunnel, water release tunnel, and shaft..." said Huang Bo, project manager of the Yining City Tiechanggou Reservoir Project of Hunan Provincial First Water Conservancy and Hydropower Engineering Co., Ltd. He said these two tasks are expected to be fully completed by mid-October, followed immediately by the fabrication and installation of metal structures to ensure the successful completion of diversion and closure work by the end of November.
Focusing on projects means focusing on development; planning projects means planning for the future. It was learned that the Tiechanggou Reservoir Project is a microcosm of Ili Prefecture's efforts to advance the autonomous region's "Nine Major Industrial Clusters" and the "1+10+X+N" industrial system, vigorously promote fixed asset investment and major project construction, and accumulate new momentum for development.
The upgrading and renovation project of the Third Sewage Treatment Plant in Yining City, Ili Prefecture, located in Jieliangzi Village, Yingyeer Town, Yining City, mainly involves building a new sewage treatment plant with a design capacity of 50,000 m3/d. The designed effluent quality meets Grade A standard, and the treated tailwater is pressurized through a reclaimed water pump station and transported to urban areas for reuse. This project will greatly enhance Yining City's sewage treatment capacity and reclaimed water reuse efficiency, effectively reducing the risk of environmental pollution caused by weak urban sewage allocation capacity and insufficient sewage treatment capacity.
"As autumn arrives and the weather gradually cools, we have reasonably adjusted our construction schedule. The civil engineering phase has now been fully completed, and we are currently carrying out pipeline network installation and equipment installation, with 83% of the total project volume completed," said Li Botian, head of the upgrading and renovation project of the Third Sewage Treatment Plant in Yining City, Ili Prefecture. To ensure delivery and use by September 30, workers are working overtime to advance the project progress.
Chen Weiqiang, Party Secretary and Director of the Ili Prefecture Development and Reform Commission, introduced that this year, focusing on the primary task of high-quality development, they have successively formulated the "Work Plan for the 'Project Management Quality Improvement Year' of the Ili Prefecture Development and Reform System," the "Project Investment and Construction Work Liaison Plan of the Ili Prefecture Development and Reform Commission," and the "Autonomous Prefecture Work Plan for Promoting the '1+10+X+N' Industrial System Construction with Liaison Services." They regularly go deep into the grassroots to provide guidance and services on the front line, striving to generate effective investment. Taking the lead and joining with relevant departments, they established five research, assistance, and guidance groups to actively help counties and cities resolve problems encountered in project advancement. As of August, Ili Prefecture's fixed asset investment reached an absolute value of 51.385 billion yuan.
