Since the beginning of this year, Guiyang City has earnestly implemented the various deployments of the Provincial Party Committee and Provincial Government on advancing the construction of major projects. Taking the implementation of leading cadres taking charge of key projects as a key measure, it has strengthened overall coordination and service scheduling, fully leveraged the leading, driving, and demonstrative role of provincial major projects, strived to accelerate project construction with improved quality and efficiency, and promoted healthy and steady growth of fixed asset investment. As of the end of July, the 514 provincial major projects implemented in Guiyang and Gui'an in 2024 had completed a cumulative investment of 46.6 billion yuan, accounting for 79% of the expected annual investment; 68 projects had started construction, accounting for 58% of the annual start target. The city's fixed asset investment growth rate in the first half of the year reached 8.2%, 7 percentage points higher than the provincial average.

Implement the action of leaders taking the lead in promoting key project construction, improve the mechanism of municipal-level overall coordination, territorial governments bearing primary responsibility, industry and support departments providing frontline services, and implementing units carrying out specific advancement, regularly collect, organize, and publish information on departments at all levels promoting project construction, further concentrate work forces, funds, factors, and services from across the city toward major projects, and make every effort to create a sound atmosphere of "vigorously pursuing projects and pursuing major projects."

Formulate working mechanisms such as regular notification of started projects, advance pre-review of projects to be included in the database, time-limited assignment of problem projects, and supervision and assistance for districts and counties lagging behind targets. Based on new situations and new circumstances, study and analyze difficulties in advancing project construction, conduct scientific and reasonable early warning and forecasting, take effective promotion of key areas and key links of investment projects as a breakthrough, and advance the accelerated construction of major projects with high quality.

In accordance with the principle of "sticking to targets, identifying problems clearly, taking precise measures, and supervising effectiveness," regularly go down to the project frontline every month to supervise on-site construction of new projects, progress of projects under construction, and preparation of required documents for projects to be included in the database in each district (city, county, development zone). Adopt methods such as on-site analysis, classified sorting, joint meetings and consultation, and special reports to track and urge rectification and implementation of problems, and improve and perfect closed-loop project management.

　　Refine targets and tasks. Clearly define the hard construction targets of "ensuring completion and striving to exceed completion" for provincial major projects, refine and decompose the specific time nodes for construction advancement such as start, completion, and investment of each major project, strengthen overall scheduling and coordination services, do a good job in supplementing major projects, and give full play to the radiating and driving role of provincial major projects.
　　Achieve efficient implementation. Do a good job in urging the territorial responsibility of project locations for advancing new started projects, and organize projects with mature start conditions to start as much as possible on a monthly basis; coordinate relevant industry competent departments to concentrate resources and forces to increase tracking and service efforts for new started projects in industry sectors, strengthen supervision and urging of projects that have obtained higher-level funding, and ensure that projects receiving funding support start and are included in the database as early as possible.
　　Vigorously grasp project planning and reserves. Keep a close eye on policy trends, seize the major opportunities of national support for "Two Major" and "Two New" projects and the application work for the third batch of ultra-long-term special government bonds, solidly plan and reserve a batch of projects to be rolled into the project reserve database, thoroughly and meticulously demonstrate project feasibility, necessity, and investment returns, and effectively ensure that projects are ready with plans while awaiting funds, laying a solid foundation for expanding effective investment.
　　Vigorously advance pre-construction procedures for projects. Relying on the city's special task force for handling construction permits for projects under construction, strengthen the establishment of a joint approval platform composed of important pre-construction procedure approval functional departments such as development and reform, natural resources and planning, ecology, forestry, and housing and urban-rural development, continue to implement temporary centralized office work and "acceptance with deficiencies + parallel approval," continue the policy of allowing local governments, according to their responsibilities, to make commitments regarding land use, environmental impact assessment, and other procedures for declared projects and to complete procedures according to regulations after project implementation, accelerate the handling of pre-construction procedures for new started projects, achieve construction start as early as possible, and generate more physical work volume.
　　Solidly ensure funding and factor guarantees. Adhere to "projects waiting for funds," keep a close eye on the policy orientation of various higher-level funds, establish classified sub-databases for project planning and reserves, actively undertake higher-level policy funds, and promote accelerated construction of projects in key areas across the city. As of now, 58 projects have been approved for investment within the central and provincial budgets, involving about 800 million yuan in funds. A total of 212 local government special bond projects in two batches have been declared to the state, with a funding demand scale of more than 32 billion yuan. A total of 383 ultra-long-term special government bond projects have been planned and submitted for national review, with a funding demand scale of about 25.6 billion yuan.
