IV. Project Overview:

Construction location: Changle District, Fuzhou City

Construction scale: The Changle Airport section of the Putian-Changle Airport Intercity Railway (F2 Line) and Ningde-Changle Airport Intercity Railway (F3 Line) consists of the Changle North Tunnel and Changle South Tunnel. Among them, the Changle North Tunnel tendered this time starts at Xianfu Village, Hunan Town, passes through Dahe Provincial Forest Park, and leads to Changle Airport Station (the shield receiving shaft has been implemented), with a length of 5.927 km (including 327 m of open-cut section). The tunnel is constructed by the shield method, and the outer diameter of the segment in the shield section is 13.1 m. The Changle South Tunnel starts at Changle Airport Station (the shield receiving shaft has been implemented), successively passes under the South Approach Road, Airport Expressway, and F1 Line, and ends at Baihu Area, Zhanggang Subdistrict, with a length of 5.046 km (192 m of open-cut section). The shield launching shaft and rear supporting facilities are 125 m (already implemented). The tunnel is constructed by the shield method, and the outer diameter of the segment in the shield section is 13.1 m. The total investment is approximately 5.6 billion yuan. The specific construction scale shall be subject to the approved construction drawings.

Main Technical Standards:

Railway grade: Intercity railway; Number of main lines: Double track; Design speed: 200 km/h; Distance between centers of main lines: 4.4 m (4.6 m for turnouts in straight sections of stations); Minimum curve radius: 900 m for Changle South Tunnel, 1200 m for Changle North Tunnel; Maximum gradient: generally 20‰, 30‰ in difficult sections; Effective length of arrival-departure tracks: 650 m; Train operation control mode: Automatic control; Dispatch command mode: Centralized dispatch; Minimum headway: 3 min.

V. Section Division:

The project is divided into two sections.

Section JCZQ-1: Responsible for shield tunneling of the Changle South Tunnel, including installation of shield segments, installation and cast-in-place of box culverts, open-cut section works, and all other pre-station works within this section. The prefabrication and off-site transportation of shield segments and box culverts shall be undertaken by Section JCZQ-2.

Section JCZQ-2: Responsible for shield tunneling of the Changle North Tunnel, including installation of shield segments, installation and cast-in-place of box culverts, open-cut section and shield launching shaft works, and all other pre-station works within this section; responsible for the prefabrication and off-site transportation of shield segments and box culverts for Sections JCZQ-1 and JCZQ-2.

VI. Planned Construction Period:

Section JCZQ-1: Planned construction period of 42 months, with planned commencement in October 2024.

Section JCZQ-2: Planned construction period of 63 months, with planned commencement in October 2024.

VII. Obtaining Bidding Documents:

The electronic bidding documents for this project shall be opened using the Fuzhou Electronic Bidding and Tendering Trading System Electronic Bid Document Generator. After obtaining the bidding documents, bidders should check the legality and validity of the bidding documents. Legally valid bidding documents shall bear the electronic seals of the tenderee and the bidding agency; if the tenderee does not have an electronic seal, an authorization letter from the tenderee to the bidding agency must be attached.
