In terms of breaking down administrative barriers and promoting fair competition, the Notice states that a working mechanism for fair competition review shall be established and improved, and that it is strictly prohibited to introduce policies and measures that hinder fair market competition, such as restricting qualifications, setting access barriers, or adding unreasonable conditions.

Notice of the General Office of the Ministry of Natural Resources on Deepening the Reform of "Multi-Survey Integration" for Engineering Construction Projects

The reform of "multi-survey integration" for engineering construction projects (hereinafter referred to as the "multi-survey integration" reform) is an important part of implementing the decisions and arrangements of the CPC Central Committee and the State Council, advancing the transformation of government functions, and optimizing the business environment. In order to deepen the "multi-survey integration" reform, better leverage its results, and standardize "multi-survey integration" practices, the following notice is hereby issued.

I. Accurately Grasp the Main Content of the "Multi-Survey Integration" Reform

(1) "Multi-survey integration" refers to a surveying and mapping service model in which, within the same engineering construction project, multiple surveying and mapping matters that are close in time, similar in content, and funded by the same entity are optimized and integrated, unified technical standards are applied, and the goals of surveying the same subject matter only once and submitting the same surveying and mapping results only once are achieved.

(2) "Multi-survey integration" applies to surveying and mapping business involved in land use, planning, construction, completion acceptance, real estate registration, and other work for projects such as housing construction and urban infrastructure (excluding special projects and major projects in fields such as transportation, water conservancy, and energy).

II. Further Clarify the Core Tasks of the "Multi-Survey Integration" Reform

(3) The core tasks of the "multi-survey integration" reform include: optimizing and integrating surveying and mapping matters and strengthening the unification of surveying and mapping technical standards; encouraging information-based management of "multi-survey integration" projects and establishing a mechanism for sharing and mutual recognition of results; and cleaning up and adjusting policy restrictions that are detrimental to the fair and open surveying and mapping service market, and breaking departmental monopolies and local protection in the surveying and mapping service market.

III. Standardize and Orderly Advance the Conduct of the "Multi-Survey Integration" Reform

(4) Adhere to surveying only once and promote result sharing. Encourage surveying the same subject matter only once, with subsequent stages making full use of the results of previous stages; where no changes have occurred, the results shall be used directly, and where changes have occurred, supplementary surveying shall be carried out; promote the unification of "multi-survey integration" standards and, as required by work needs, work with relevant departments to unify standards; establish and improve a mechanism for sharing and mutual recognition of results, standardize the processes for submission, review, updating, and sharing of result materials, achieve data sharing between departments and between preceding and subsequent stages and links, and avoid duplicate surveying and multiple submissions; after the real estate surveying and mapping results pass review, they shall be incorporated into the cadastral database for unified management; encourage the development of "multi-survey integration" service platforms and promote interconnection, real-time sharing of information with systems for use control, engineering construction project approval, real estate registration, and cadastral management, so as to provide surveying and mapping results that meet the needs of planning, land use, housing management, registration, and other work.

(5) Break down administrative barriers and promote fair competition. In accordance with the Regulations on Fair Competition Review and other provisions, establish and improve a working mechanism for fair competition review, and strictly prohibit the introduction of policies and measures that hinder fair market competition, such as restricting qualifications, setting access barriers, or adding unreasonable conditions; organize the cleanup and standardization of relevant institutional documents, and eliminate departmental monopolies and local protection measures in the surveying and mapping service market as well as illegally established pre-selection pools, qualification pools, directory pools, and the like; for surveying and mapping units with lawful qualifications, regardless of their property nature, affiliated department, or location, they may participate in "multi-survey integration" business without obstruction, and the practice of designating or disguisedly designating specific units to provide surveying and mapping services shall be eliminated.

(6) Strengthen supervision and management and pursue liability in accordance with the law. Fully implement the regulatory model of "double random selection and one public disclosure," accelerate the development of a credit supervision system for the surveying and mapping industry, and emphasize the use of credit information; urge surveying and mapping units engaged in "multi-survey integration" to improve their quality management systems, implement responsibility for result quality, strengthen result quality management, and strictly comply with relevant provisions on the security and confidentiality of surveying and mapping results, archives management, and result submission; encourage the implementation of a system of signature and seal by registered surveyors and lifetime accountability for "multi-survey integration" projects; no unit may, for any reason, require surveying and mapping units to forge or tamper with surveying and mapping results, and where problems arise concerning the quality, security, or confidentiality of surveying and mapping results, liability shall be strictly pursued in accordance with laws and regulations.

IV. Strengthen Organizational Leadership over the "Multi-Survey Integration" Reform

(7) Strengthen organizational leadership. Practice the people-centered development philosophy, attach great importance to the "multi-survey integration" reform, further raise political awareness, fulfill work responsibilities, strengthen departmental coordination, accelerate the pace of reform, continuously improve the overall level of "multi-survey integration" work, effectively promote the transformation of government functions and the optimization of the business environment, and form a synergy for reform.

(8) Carry out publicity and training. Strengthen guidance and training on technical standards, use of materials, work processes, and other business matters to ensure that the reform delivers results. Step up publicity, provide good policy interpretation, actively respond to the concerns of all parties, and create a favorable public opinion environment for the smooth advancement of the "multi-survey integration" reform.
