The Urban-Rural Integration Demonstration Zone of Xuchang City, Henan Province, is home to one *** high-tech zone and one provincial-level modern service industry development zone. As the main battlefield for project construction across the city, the zone has consistently prioritized optimizing the project construction environment, strengthening safeguards and improving services, and using robust measures to accelerate project investment attraction and implementation, speed up construction, and boost operational efficiency.
　　In terms of construction funding, the zone has established a high-level investment and financing leading group, with dedicated investment, government-bank-enterprise, and asset integration task forces that form a collaborative force in investment cooperation, project financing, and asset management. It has raised 597 million yuan through multiple channels, effectively meeting project investment needs.
　　In terms of land supply, the zone has improved the efficiency of land use approval, intensified planning and promotion of inefficient land use projects, and implemented "standard land" and flexible transfer of industrial land, saving time and costs in land use. In terms of infrastructure, it has accelerated the opening of "dead-end roads," implemented 9 roads around the industrial parks (2 already open to traffic), and simultaneously built supporting water, electricity, gas, heating, and network facilities. The incremental distribution network has been officially energized, the Zhongyuan Electric Valley sewage treatment plant project has been completed, and the zone performed well in the citywide development zone infrastructure "health check."
　　To strengthen the task force approach, the zone has implemented a "one project, one task force" system for key projects, regularly holding promotion meetings, weekly meetings, and on-site coordination meetings to report on project progress and constraints, study approaches and measures, clarify task milestones, and unite efforts to see matters through to the end. As a result, six projects, including the Deshibao Life Plaza, the Yongxing Road underpass beneath the expressway and high-speed railway, and Furong Southeast Road, have resumed construction.
　　In addition, building on its foundational advantage in the power equipment industry led by Xuji, the zone promotes the implementation of R&D and manufacturing projects for new technologies and products by upstream and downstream enterprises in the industrial chain, cultivates and expands the new-type power equipment industrial chain, and plans high-standard projects such as integrated source-grid-load-storage projects, a new-type transformer industrial park, and a hydrogen energy industrial park. It advances deep collaborative cooperation across the industrial and supply chains of major investment projects, enhances the overall delivery capability of power equipment system solutions, increases the reliability of project investment returns, and strengthens enterprises' confidence and determination to invest.
　　Building on the high-level innovation platform led by the Zhongyuan Electric Laboratory, the zone undertakes major scientific and technological research on new-type power systems, promotes the commercialization of scientific and technological achievements, and plans to build a high-tech industrialization base for new-type power equipment. Leveraging its advantage as a cluster of testing and inspection resources represented by KAP Testing, the zone focuses on the testing and verification needs of independently innovated products in the new-type power system industrial chain, plans to build real-world test and verification scenarios, and supports the transfer and commercialization of scientific and technological achievements and the construction of new-type power systems.
