"How is the progress of this project? Have there been any difficulties in the project approval process?" Recently, the Sixth Supervision and Inspection Office of the Hainan Provincial Commission for Discipline Inspection and Supervision and the Commission for Discipline Inspection and Supervision of Changjiang Li Autonomous County adopted a "office-locality" linkage approach and went to the construction site of the Hainan Changjiang Multi-Purpose Modular Small Reactor Technology Demonstration Project "Linglong One" to carry out topic-based supervision over key projects under the 14th Five-Year Plan, focusing on understanding and following up on project commencement, investment progress, and element guarantees.
Linglong One is located at the Changjiang Nuclear Power Plant in Haiwei Town, Changjiang County, and is a nuclear power unit and major scientific research project with China's independent intellectual property rights. The project's main key equipment is fully domestically produced, marking that China is at the forefront of the world in modular small reactor technology.
In accordance with the overall requirements of the Hainan Provincial Commission for Discipline Inspection and Supervision's special action to optimize the business environment and clear obstacles and escort development, the Sixth Supervision and Inspection Office followed the working approach of "supervision follows wherever project construction goes," took serving the construction of major projects as a starting point, and explored the "four uses and four methods" supervision model. By making good use of "addition" to coordinate and deploy supervision of key projects, frequently using "subtraction" to control and reduce project integrity risks, skillfully using "multiplication" to integrate the "office-locality" linkage supervision method, and daring to use "division" to resolve bottleneck problems in project construction. The Provincial Commission for Discipline Inspection and Supervision guided the Changjiang County Commission for Discipline Inspection and Supervision in formulating a special supervision plan, closely focusing on key links such as project approval, construction management, and project operation by functional departments, and carrying out precise supervision on issues of greatest concern to the public, most troubling to market entities, and most prominent in constraining development, urging relevant functional units to proactively perform their duties and make every effort to serve and guarantee the construction of major projects.
"The supplier of nuclear-grade crushed stone for nuclear power is in urgent shortage, and the construction unit is requested to coordinate the supply of crushed stone." The Changjiang Nuclear Power Project Department previously received a letter from China Nuclear Concrete Co., Ltd., a nuclear power concrete supplier, requesting coordination to guarantee the supply of nuclear-grade crushed stone. However, the coordination work of relevant functional departments progressed slowly, and the problem remained unresolved for several months. After the Sixth Supervision and Inspection Office of the Hainan Provincial Commission for Discipline Inspection and Supervision and the Changjiang County Commission for Discipline Inspection and Supervision discovered this problem through linkage supervision, they gave play to the role of supervision and support in providing "point-to-point" services and jointly urged relevant units such as the Changjiang County Science, Industry and Information Technology Bureau, the Natural Resources and Planning Bureau, and Chahe Town to earnestly perform their duties and promote resolution of the problem. Ultimately, the relevant problem was resolved quickly, and the nuclear power project was able to proceed smoothly.
In order to effectively guarantee the smooth construction of the Linglong One project, Hainan Province established a "1+1+N" coordination mechanism under the overall coordination of the Sixth Supervision and Inspection Office of the Provincial Commission for Discipline Inspection and Supervision, the integrated promotion of the Changjiang County Commission for Discipline Inspection and Supervision, and the coordinated cooperation of relevant functional departments. Relevant functional departments were urged to perform their duties, and the Changjiang County Science, Industry and Information Technology Bureau was urged to establish a special control group, formulate special plans, refine work objectives, and use forms such as video conferences and on-site coordination to promote resolution of key and difficult problems encountered in project advancement, thereby tightening and compacting the main responsibility of functional departments.
In the process of using supervision to guarantee and advance project construction, the Sixth Supervision and Inspection Office of the Provincial Commission for Discipline Inspection and Supervision and the Changjiang County Commission for Discipline Inspection and Supervision strengthened coordination and linkage. Focusing on the problems exposed by the case, the Sixth Supervision and Inspection Office of the Provincial Commission for Discipline Inspection and Supervision and the Changjiang County Commission for Discipline Inspection and Supervision deepened case-based rectification and case-based governance, closely focused on links related to the construction, procurement, and transportation of Linglong One by functional departments, deepened coordination and cooperation inside and outside the system, comprehensively carried out self-examination and self-correction, and eliminated various integrity risk hazards affecting the construction of Linglong One.
