In terms of energy conservation and carbon reduction, a regulatory system for building energy conservation and carbon reduction has been formed, supported by the "Shangqiu Urban and Rural Construction Carbon Peaking Action Plan" and the "Shangqiu Green and Low-Carbon Transition Implementation Plan," guiding and enhancing the awareness and participation of all parties involved in construction regarding green buildings, and encouraging enterprises to independently apply for green building evaluation and operation labels. Vigorously publicize the "Henan Province Green Building Regulations" to promote high-quality development of green buildings. In 2023, the area of newly started green buildings in urban areas of the city increased by 44.2% year-on-year compared with 2022, accounting for 91% of new buildings, exceeding the task target assigned by the province. Focusing on the large-scale development of ultra-low energy consumption, Ningling County was supported in using the ultra-low energy consumption industrial park as a pilot and successfully approved as a Henan Province Construction Science and Technology Demonstration County. High-standard selection and implementation of a 31,000-square-meter ultra-low energy consumption demonstration project achieved a zero breakthrough in ultra-low energy consumption buildings in our city.

Establish a star-rated green building evaluation and application mechanism, cultivating 1 three-star green building, 5 two-star green buildings, and 5 one-star green buildings. Rapidly advance the industrialization of prefabricated buildings. In terms of prefabricated buildings, development support policies have been issued, a dynamic prefabricated building project database has been established, 2 provincial-level prefabricated building demonstration projects have been cultivated, and 1 *** and 1 provincial-level prefabricated building industrial base have been cultivated, forming an industrial chain that meets local market needs and covers surrounding areas. In 2023, the city's newly started prefabricated buildings totaled 1.32 million square meters, accounting for 35% of newly started buildings. A supply-demand matchmaking conference for the construction industry involving a thousand enterprises matching a hundred enterprises was held to connect construction enterprises with green building materials manufacturers, and more than 10 enterprises were guided in green building materials certification. A catalog database of key enterprises in the industrial chain was established, cultivating and expanding the optoelectronic new materials industrial chain, with the application proportion of new wall materials reaching over 98%, effectively improving innovative applications in the construction market.
