Recently, the "Hengshui City Construction Project Planning Permit Exemption List (First Batch)" (hereinafter referred to as the "Exemption List") was officially implemented, exempting 29 categories of construction projects from obtaining a construction project planning permit or going through planning approval procedures.
It is reported that "construction project planning permit exemption" refers to standardizing the previously ambiguous boundaries of planning permission for simple, low-risk construction projects, further optimizing the approval process, exempting them from obtaining a construction project planning permit, reducing construction project approval items, accelerating project implementation progress, and easing the burden on construction entities.
The "Exemption List" specifies that 11 categories of construction projects—including construction projects that enhance the service functions of urban public spaces and municipal infrastructure upgrading and renovation projects that do not involve new land use or additional floor area and do not change land use or building area—need only have their project planning design schemes reviewed and are exempt from obtaining a construction project planning permit; 18 categories of construction projects—including renovation and upgrading projects of existing residential communities that have already passed acceptance and do not involve the construction of buildings or structures, as well as certain urban public service facility and municipal facility projects—do not need to go through planning approval procedures.
A relevant official from the Hengshui Municipal Data and Government Services Bureau stated that since the "Exemption List" took effect on July 1, projects such as the urban low-lying street drainage capacity improvement and renovation project, Phase I of the urban public building sponge city comprehensive renovation project, and Phase I of the urban park green space sponge-based renovation project have benefited from the policy dividends, streamlining approval procedures and preliminary preparation materials, and significantly accelerating project construction.
