August 30 (Xinhua) — The State Council Information Office held a press conference on the 30th. Li Chunlin, Deputy Director of the National Development and Reform Commission, together with relevant officials from the Ministry of Commerce and the State Administration for Market Regulation, briefed the media on the "Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on Improving the Market Access System" (hereinafter referred to as the "Opinions").

Li Chunlin introduced that the full text of the "Opinions" consists of 10 articles and about 2,300 characters. Concise in wording yet rich in content, it centers on "building a market access system that is open and transparent, well-regulated and orderly, based on equal competition, with clear rights and responsibilities, and with strong oversight," and makes arrangements in areas including improving the negative list management model for market access, scientifically determining market access rules, reasonably setting out prohibited and licensed access items, clarifying the procedures for adjusting market access management measures, strengthening coordination and linkage between domestic and foreign investment access policies, orderly relaxing access restrictions in the service sector, optimizing the market access environment for new business forms and new fields, intensifying pilot efforts to relax market access, and ensuring the implementation of the market access system and strengthening organization and implementation. The main content has the following four highlights:

First, persisting in improving list-based management and clarifying the boundaries of government functions. Improving the market access system, with the development of the negative list system as an important lever, requires clarifying at the access stage the boundaries of government responsibilities, giving full play to the decisive role of the market in resource allocation, and fixing this in institutional form to promote an accelerated shift from pre-approval to in-process and post-event oversight. The "Opinions" strengthens support for the "one national list" management model in terms of determining access rules, setting access items, and procedures for adjusting access measures, effectively safeguarding the unity, standardization, and authority of the list, promoting more standardized market access management, and better ensuring that business entities enter the market on an equal footing in accordance with the law.

Second, persisting in relaxing access restrictions and stimulating market potential and vitality. Market access is the first threshold for economic activity; it is necessary to keep relaxing market access restrictions, promote the smooth flow of various resource factors, and actively create a broader market space. It is necessary to implement relaxed entry and strict oversight, open up access in fully competitive fields, and substantially reduce access restrictions on business entities. It is necessary to orderly relax access restrictions in the service sector, and gradually eliminate access restrictions in service industry fields that do not involve national security or social stability and where supply quality can be improved through full market competition.

Third, persisting in optimizing the access environment and improving market access efficiency. Market access is a key condition for translating innovation outcomes into real productivity; it is necessary to make forward-looking arrangements for the market access system in new business forms and new fields to better promote the development of new quality productive forces. For the first time, the "Opinions" focuses on 10 emerging fields, including deep sea, space, aviation, life and health, new energy, and artificial intelligence, and works across dimensions such as principles and pathways, platform support, application and commercialization of outcomes, and global scientific research collaboration to remove, in an integrated manner, the bottlenecks and blockages constraining the deep transformation and upgrading of the industrial system, promote innovative allocation of production factors, and continuously improve access efficiency.

Fourth, persisting in expanding access pilots and breaking down hidden access barriers. It is necessary to give play to the role of reform pilots, make good use of special-measure policy tools, and strive to break down access barriers in certain industries and fields. The "Opinions" proposes focusing on key areas of strategic emerging industries and future industries and on the layout of major productive forces, and, with regulations and policies, technical standards, testing and certification, and data systems as levers, striving to remove various access obstacles and better promote the application of new technologies and new products. It is necessary to select key regions to carry out access pilots and to formulate and introduce special measures for relaxing market access in batches.

Next, the National Development and Reform Commission will, together with relevant departments, earnestly implement the "Opinions," strengthen overall coordination, continue to improve the market access system, optimize the market access environment with greater intensity, further boost development expectations, and accelerate the formation of a new pattern of "standards guiding access, lists regulating access, scenarios promoting access, pilots relaxing access, and oversight safeguarding access."
