Since the beginning of this year, the Fangchenggang Economic Development Zone has taken the in-depth implementation of the "2+1" project—comprising the year of breakthroughs in investment promotion, the year of tackling key project construction, and the major improvement of the business environment—as its main focus, and has unswervingly advanced project construction, investment promotion, infrastructure, and service improvement, achieving solid results. From January to July, the Zone added 5 new industrial enterprises above designated size, bringing the total to 76. The export-oriented economy grew steadily, with total foreign trade imports and exports expected to increase by 5.5% year on year.
　　Project construction was advanced at full speed. In 2024, the Zone is advancing 205 "Seven Batches" projects with a total investment of approximately 334.3 billion yuan. Among them, 10 projects, including the Yusheng Red Mud Comprehensive Utilization project, the Fangchenggang 600,000-ton/year Extruded Ammonium Sulfate Granule Import and Export Base, and the New Energy Battery Cathode Material Precursor project, started construction in the first half of the year, while 10 projects, including Unit 4 of Phase II of the Hongsha Nuclear Power Plant, the Guangxi Huijin Lithium Battery New Material Project (Phase I), the Guangxi Fangchenggang Asphalt Storage and Transshipment project, and the New Energy and Safety Materials Intelligent Manufacturing project, were completed. Based on the current pace of progress, it is expected that 34 new projects will start construction and 22 projects will be completed and put into operation for the whole year, with the completed projects expected to generate more than 18 billion yuan in new annual output value.
　　Investment promotion was continuously strengthened. Relying on the municipal-level "4+N" stationed investment promotion operating mechanism and the "Five Ones" project advancement responsibility system, a fast and smooth investment promotion responsibility chain of "front-end investment attraction, mid-end assessment, and back-end implementation" has been created. Industrial chain maps were drawn up to carry out targeted investment promotion. Since the beginning of this year, investment promotion activities have been organized in Beijing, Guangdong, Fujian, Hangzhou, and other places. From January to July, Gangkou District (the Economic Development Zone) completed 18 newly signed projects with a total investment of 19 billion yuan, and the projects completed an investment amount of approximately 6 billion yuan. One strong and excellent enterprise was newly introduced, among the "Four Types of Top 500," "Unicorn," "Gazelle," and specialized, refined, distinctive, and innovative enterprises.
　　Efforts were made to consolidate the park platform and advance the construction of supporting infrastructure in the park. A comprehensive infrastructure campaign was fully launched, with key efforts to advance 41 major infrastructure projects, including the Dongwan Avenue Reconstruction and Upgrade Project and Huijin Road in Gangkou District, Fangchenggang City. At present, 5 projects have started construction, 2 projects have been completed, and 6 projects are planned to start construction. Solid efforts were made to advance the safety rectification and improvement work of the chemical industrial park. Item-by-item rectification was carried out for the 6 problems found in the safety risk level assessment and acceptance and the problems identified through self-inspection, and enterprises involved in the rectification were urged to complete the rectification and improvement work on schedule.
　　Service levels were optimized and improved, and the "one-window acceptance" and "park affairs handled within the park" models were implemented. Service processes were optimized, the time for enterprise registration was compressed to within 0.5 working days, the efficiency of government services was improved, and free engraving of the first set of seals was provided for newly established enterprises. From January to July, 842 enterprises were established, and 750 sets of official seals were issued free of charge. Functional departments of the Economic Development Zone, including industry and information technology, investment promotion, and natural resources, were centralized to work in the office building of the park management committee, so that administrative approval achieved "entry through only one door and only one trip." Digital empowerment was used to improve services. Relying on the Zone's digital service platform, information such as industrial information, enterprise-related policies, and park updates was released, and administrator information for the digital platform of 17 departments, including the Zone's development and reform and industry and information technology departments, was entered. Relying on the Guangxi Integrated Digital Government Service Platform, 1,333 application-based government service items (6+1) were claimed and published, 1,328 items were "at most one visit," the online handling rate was 99.62%, and the full-process online handling rate was 94.52%. Enterprises were helped to overcome difficulties and promote development. The "Find Problems, Solve Difficulties, Promote Development" large-scale enterprise service visit activity was continuously carried out. Since the beginning of this year, on-site visits to enterprises (projects) have collected and summarized 58 problems in areas such as enterprise land demand, supporting infrastructure, and labor security, of which 41 have been resolved. An enterprise communication and coordination mechanism and a project service work system were established, the "assisted handling and agency handling" system was implemented, and dedicated personnel tracked and served the handling of relevant park admission approval and filing procedures and enterprise registration.
