Livelihood projects reflect the most urgent concerns of the broad masses of the city and carry the people's earnest hopes for a better life. As of the end of July, the 20 municipal government projects for the people had completed a cumulative investment of 7.441 billion yuan, accounting for 60.47% of the annual investment plan; of the 389 sub-projects, 383 had commenced, a start rate of 98.46%.
　　Education and medical care and health have always been the "hardcore" livelihood issues of greatest concern in people's daily lives. As of the end of July, the "Education Support Capacity Enhancement" project had completed an investment of 129 million yuan, accounting for 52.88% of the annual investment plan, with 9 primary and secondary schools completed for improvement and upgrading. The "Family Education Guidance Service Capacity Enhancement" project completed an investment of 3.6 million yuan, building 13 county-level "Yanjia Youjiao" family education guidance service centers as well as 67 workstations and 382 work points at all levels and of all types. The "Medical and Health Capacity Enhancement" project completed an investment of 510 million yuan, accounting for 46.68% of the annual investment plan; the main structure of the relocation and new construction project of the Municipal Fourth People's Hospital was topped out, and the main structure and exterior wall construction of the Phase II new construction project of the Municipal Children's Hospital were completed, with interior decoration 85% complete; under the medical institution connotation enhancement project, 15,507 Class III and Class IV surgeries were newly added citywide; the deployment of intelligent medical assistant collaborative services was completed in 163 township health centers (community health service centers); 735 automated external defibrillators were installed in public places, emergency first-aid training was popularized for 5,596 person-times, and AED and first-aider certification training for 3,024 person-times; and 153 maternity insurance designated medical institutions citywide achieved local networked settlement.
　　"One elderly and one young" are among the most closely watched issues in the livelihood field. Since the beginning of this year, Yancheng City's "'Yan Nian Yi Shou' Happy Elderly Care Project" has completed an investment of 68.37 million yuan, accounting for 60.45% of the annual investment plan, building 3 comprehensive elderly care service centers in urban subdistricts, 82 happy meal-assistance courtyards, 55 demonstration happy canteens for the elderly, 69 rural mutual-aid elderly care neighborhood points, and 780 family care beds, and has continued to purchase home visit services for 10,000 moderately and severely disabled elderly people in society aged 75 to 79. The "Child Service Capacity Enhancement" project completed an investment of 46.96 million yuan, accounting for 86.64% of the annual investment plan, building 9 provincial-level demonstration minors protection workstations (caring homes) and 1 childcare kindergarten, and 150 "Caring Summer Care Classes" projects officially opened.
　　In the field of urban renewal, the "Housing Construction (Guarantee) Level Enhancement" project completed an investment of 4.335 billion yuan, accounting for 62.39% of the annual investment plan, improving the housing conditions of 12,334 rural households, newly starting (raising) 25,281 units of government-subsidized rental housing, renovating 3 old urban residential communities, completing rain and sewage diversion renovation in 72 residential communities, and achieving full coverage of market-based property services in 180 old residential communities and 450 scattered residential areas. The "Implementing Sports Benefits for the People" project completed an investment of 63.77 million yuan, newly building or renovating 40.5 kilometers of fitness trails, upgrading 190 sets of outdoor sports fitness equipment in residential communities, installing 20 sets of second-generation intelligent fitness paths, and newly building or renovating 16 gyms in administrative villages (communities). The "Building a Green and Livable City" project completed an investment of 601 million yuan, accounting for 48.52% of the annual investment plan, completing 14 distinctive vitality spaces and 44 sites of greening after fence removal, newly building 60 kilometers of urban sewage pipelines, completing water quality improvement in 9 rivers, and completing the maintenance and renovation of secondary water supply pump rooms in 60 communities. The "Enhancing Public Service Guarantee Capacity" project completed an investment of 31.13 million yuan, accounting for 58.76% of the annual investment plan, adding 3,819 public parking spaces and completing the upgrade and renovation of charging stations at 6 expressway service areas.
　　The improvement of rural living environments is not only a key focus of practical projects for the people but also an important part of advancing comprehensive rural revitalization. As of the end of July, the "Urban and Rural Transportation Enhancement and Optimization" project completed an investment of 373 million yuan, accounting for 92.44% of the annual investment plan, upgrading 58.91 kilometers of rural roads and renovating 77 rural road bridges; implementing 67.88 kilometers of rural road safety life protection projects; completing the treatment of hidden dangers at 4,004 "three intersections" on rural roads, and installing blind-spot monitoring and warning devices on 7,641 trucks. The "Rural Water Environment Governance Project" completed an investment of 589 million yuan, accounting for 77.69% of the annual investment plan, completing rural domestic sewage treatment in 70 administrative villages and building 1,061.21 kilometers of rural ecological rivers. The "Promoting the Toilet Revolution" project completed an investment of 45.98 million yuan, accounting for 75.5% of the annual investment plan, building 13 urban public toilets, and the village-wide rural household toilet renovation project in administrative villages has completed the renovation of 12,615 households. The "'Express Delivery into Villages' Project" completed an investment of 1.84 million yuan, having opened 56 demonstration passenger-freight-mail integration town and village bus routes and built 66 township-level delivery service stations and 1,135 village-level delivery service centers.
　　In other areas, the "Cultural High-Quality Enhancement Project" completed an investment of 131 million yuan, newly building 12 new public reading spaces, and the New Fourth Army Memorial Hall red theater enhancement and renovation project was completed and put into trial operation. The "Assistance to Vulnerable Groups" project completed an investment of 45.62 million yuan, accounting for 84.4% of the annual investment plan, building 10 community rehabilitation points for mental disorders, with a net increase of 1,334 employed persons with disabilities citywide; renovating and upgrading 9 comprehensive "Homes of Persons with Disabilities," and basically completing the renovation and upgrading of barrier-free facilities on 35 roads and at 73 key public service sites. The "Employment Assistance Action" project completed an investment of 15.22 million yuan, accounting for 66.17% of the annual investment plan, building 16 standardized "doorstep" employment service stations and providing bottom-line assistance to 2,559 people from the "five categories" of key disadvantaged groups in finding employment. The "Public Safety Capacity Enhancement" project completed an investment of 153 million yuan; all 11 counties (cities, districts) have commenced the construction of smart security village and residential projects in rural areas; the remediation of 62 urban waterlogging risk points was completed; 9 designated towns are carrying out the laying of medium-pressure pipeline gas networks, with 0.3 kilometers of municipal pipeline renovation, 4.74 kilometers of courtyard pipeline renovation, 18.66 kilometers of riser renovation, and indoor facility renovation for 16,100 households completed.
