Walking through the construction sites of key projects in the Wuxiang Agricultural Demonstration Zone, from construction sites dotted with tower cranes to production workshops humming with machinery, everywhere are "hot and rolling" construction scenes. This is a microcosm of the current project construction in the development zones of Shanxi Province.
At present, project construction has entered the golden period. Development zones across the province are following the requirements of the provincial Party Committee and provincial government, focusing on the signing rate, start-up rate, and commissioning rate, promptly resolving difficulties and bottlenecks, promoting projects to start as soon as they can, and ensuring that every project undertaken is completed. To fully advance project construction, the Wuxiang Agricultural Demonstration Zone has established a project advancement mechanism of "focusing on start-up in the first quarter, coordination in the second quarter, advancement in the third quarter, and sprinting in the fourth quarter," closely monitoring key links such as completion of procedures, securing of targets, availability of funds, construction progress, and work safety, and continuously accelerating construction progress while ensuring quality and quantity. As of August this year, a total of 22 key projects, including the construction of the fine pear orchard and the cultivation of termite mushrooms, have been accelerated, and 13 new projects have started and been registered.
On August 19, at the Phase II construction site of the Hengzhen Tail-free Tempered Vacuum Glass Industrial Park project in the Shanxi Transformation and Comprehensive Reform Demonstration Zone, Plant No. 2 has completed its topping-out, and builders are carrying out internal installation work; the entire Plant No. 2 is nearing completion. This project is a provincial key project with a total construction area of nearly 37,800 square meters. Once completed, it will build a smart benchmark "vacuum glass" factory with the world's ** production capacity exceeding one million square meters.
"After Plant No. 2 is delivered, we will immediately begin equipment entry and commissioning, and strive to start trial production as soon as possible," said the person in charge of the Hengzhen Tail-free Tempered Vacuum Glass Industrial Park. Since the project started construction, relevant departments of the Shanxi Transformation and Comprehensive Reform Demonstration Zone have closely cooperated and worked together, actively providing services and front-line services in approval processes, standardized construction, safety guarantees, and other aspects, allowing the enterprise to focus on construction and production without distraction.
The Nanwaihuan West Extension Road Project of the Ganting Industrial Park is a key infrastructure construction project advanced under the "1158" work matrix of the Linfen Economic Development Zone. It has a total length of 2,275 meters and a total investment of 344 million yuan. It was completed in only one year and was officially opened to traffic recently, opening up a rapid passage between the center of Linfen City and the Ganting Industrial Park and forming a road system that is "smooth internally, connected externally, fast, and unobstructed." Nearly 600,000 square meters of newly built standardized factory buildings are neatly arranged, and more than 300,000 square meters of newly added green belts are lush with foliage, significantly enhancing the appearance of the park.
The park is seizing the strategic opportunity period of the new round of technological revolution and industrial transformation, focusing on building a comprehensive digital industrial park integrating applications such as the Internet of Things, cloud computing, big data, and information technology innovation, and has introduced leading domestic enterprises such as 360, Inspur, Unisplendour, and Tuoshen to settle in. A sound momentum of cluster development in the digital economy has initially taken shape.
In the production workshop of Richangjing New Materials (Shanxi) Co., Ltd., located in the Eastern Science and Technology Park of Yangquan High-tech Zone, sapphire crystals "grow" in a crystal growth furnace at 2,050°C. The grown sapphire crystals are processed into wafers and crystal bars, which are widely used in fields such as electronics, optoelectronics, and glass. The Yangquan High-tech Industrial Development Zone is making efforts from multiple dimensions such as the value chain and supply chain, and by introducing a group of leading enterprises, it is focusing on building an intelligent terminal industry cluster and turning the intelligent terminal industry into a new calling card of Yangquan's "smart" manufacturing. According to reports, the company currently uses intelligent, digital, and visual production equipment, and the two ** production lines have extremely high production efficiency. In June this year, the company's intelligent production line project with an annual output of 3,000 tons of preserved fruit officially entered the trial production stage. This intelligent production line project is a key project in the agricultural and sideline products processing category of Yuncheng City, marking that the deep processing industrial chain of agricultural products in the Fenglingdu Economic Development Zone has added another new link.
The Datong Economic Development Zone takes general aviation manufacturing as its main direction, adopts a combination of investment attraction and independent cultivation and incubation, and vigorously advances the construction of projects such as the research and development and manufacturing of light aircraft, aero engines, and precision components. At present, 5 manufacturing enterprises have settled in the park, basically forming a cluster development trend. Datong Light Aircraft Manufacturing Co., Ltd. is mainly engaged in the research, development, and manufacturing of light aircraft. It has obtained Shanxi Province's current ** national C42E light aircraft production license and has completed the production and delivery of 29 aircraft.
Development zones are the main front, main battlefield, and main engine of Shanxi Province's transformational development. Since the beginning of this year, Shanxi Province has accelerated the construction of an upgraded version of development zones, persisted in carrying out the "three batches" activity once every quarter, and through a monthly notification system, tracked project progress one by one to ensure that projects advance as scheduled.
