Provincial Development and Reform Commission Advances Special Governance of the "Three Projects"
Curb and Prevent Problematic Projects, Improve Project Construction Quality and Efficiency
Since Yunnan Province launched its work to rectify formalism and reduce burdens at the grassroots level, the Provincial Development and Reform Commission has earnestly fulfilled its lead responsibility and solidly advanced the special governance of the "three projects"—"vanity projects," "image projects," and "face projects." Focusing on checking existing stock, controlling new additions, and promoting rectification, it has vigorously carried out problem investigations, curbed and prevented problematic projects at the source, and effectively improved the quality and efficiency of project construction.
For existing projects, on the basis of earlier investigations into problematic projects such as "half-finished projects," "image projects," "face projects," and "new image projects," a further dragnet-style investigation was carried out on newly added government investment projects in various fields. An investigation work plan was formulated, and 16 prefectures (cities) and 66 provincial-level relevant departments were organized to conduct investigations against the manifestations of the "three projects," combining problem clues fed back from inspections and patrols, and horizontal coordination with inspection, patrol, and audit departments was strengthened to further sort out problem clues related to the "three projects." A regular problem discovery mechanism was established to collect information on problematic project investigations in all localities on a monthly basis; for problematic projects discovered, rectification work ledgers were established and dynamically updated; and projects suspected of "three projects" problems in terms of construction content, investment scale, and other aspects in recent years were prioritized for investigation and further verification.
For new projects, strict checks were applied at the project approval stage, approval supervision was strengthened, and correcting deviations in views on political achievements such as "image projects" and "vanity projects" was made a key supervisory focus. Project approval situations were spot-checked monthly by prefecture (city), and 12 projects were found to have problems such as non-standard approval practices, none of which involved "three projects" problems. The upgraded demonstration of new government investment projects was well implemented; projects with poor social benefits, poor technical feasibility, or unsecured funding sources that could easily lead to "three projects" problems were not allowed to be approved under any circumstances. As of June, a total of 786 projects were explicitly prohibited from approval, including 363 projects with insufficient construction necessity or unsecured funding sources that could easily trigger "three projects" problems. In addition, efforts were intensified to advance the rectification of 7 problematic projects that were not completed during the thematic education period, with rectification progress scheduled monthly and urged to accelerate; at present, project rectification is proceeding in an orderly manner.
