Since the beginning of this year, Fugu County has closely followed the requirements of the province's "Three Years" campaign, focused on the overall development of the county, and consistently treated the promotion of high-quality development as the top priority. Key project construction has been accelerated, showing a sound development momentum.
The construction projects of the Sixth Primary School and the Thirteenth Kindergarten are key projects in Fugu County and also livelihood projects of concern to the whole county. Since the start of construction, the construction unit and the owner unit, while ensuring quality and safety, have actively coordinated and communicated with relevant units, promptly resolved difficulties and bottlenecks in project advancement, and pushed forward progress and schedule.
At present, the Thirteenth Kindergarten project is under main structure construction. Upon completion, it will add 720 school places and is scheduled to begin enrollment in the autumn of 2025. Once completed, the project will better meet the demand for school-age students to receive high-quality compulsory education nearby. "The Fugu County Sixth Primary School project started construction on March 14, 2024. At present, the main works of all individual buildings have been completed and accepted, and indoor gas engineering is now underway. The second-phase renovation project is planned to be completed by the end of this year," said Yang Sen, general manager of Fugu County Urban Investment and Operation Group Co., Ltd.
The Shaanxi Investment Fugu 250 MW photovoltaic outward transmission project is a supporting new energy project for the national planned Shenmu-Fugu to Southern Hebei Power Grid base. It is invested and constructed by Shaanxi Investment Fugu Clean Energy Development Co., Ltd., a subsidiary of Shaanxi Investment Group, with a total investment of 1,259.70 million yuan. "The entire project was connected to the grid and began generating electricity on December 30, 2023. So far, grid connection lines have been connected four times, with grid-connected capacity reaching 62 MW. At present, the installation of photovoltaic foundation supports and modules and the normal construction of connection lines are being advanced in an orderly manner," said Liu Gang, deputy manager of the Shaanxi Investment Fugu 250 MW photovoltaic outward transmission project.
Major projects are an important engine for expanding investment and stabilizing growth, and also an important lever for improving people's well-being and enhancing the people's sense of gain. At the beginning of the year, after the Fugu County Party Committee and County Government sounded the "charge bugle" for project construction, they accurately grasped policy orientation and investment direction, and, in light of resource advantages and public expectations, planned and generated a batch of good projects and major projects. At the same time, they made intensive efforts in starting construction, promoting progress, strengthening reserves, and solving difficulties. For projects included in the annual plan, priority is given to guaranteeing indicators such as environmental capacity, energy consumption, land use, and water use; the practice of "issuing certificates upon land delivery" is fully implemented; joint review and joint approval meetings are held every week to clarify approval tasks, responsible units, and time limits, consolidate the main responsibility of project units, and make every effort to accelerate the handling of preliminary procedures.
Up to now, 167 of the county's 224 key projects have started construction, with a start rate of 74.5%. Twenty-two projects are included in the municipal key project list, with a total investment of 31.663 billion yuan and an annual planned investment of 12.622 billion yuan. Eighteen have now started, with a start rate of 81.81%; fixed asset investment for the whole year is expected to reach 31 billion yuan, with cumulative investment of 14.143 billion yuan completed from January to June.
