The "Warmth Project" is a major livelihood project that concerns the secure and comfortable living of millions of households. This year, Inner Mongolia plans to implement 539 "Warmth Project" projects. As of now, all 539 projects have commenced construction, with a start rate of 100%; 84 projects have been completed, with a completion rate of 16%.
Inner Mongolia is located in the northern frontier of the motherland, with long and severe cold winters. In most parts of the region, the winter heating period lasts 6 months, and in alpine areas it lasts as long as 9 months. The region's total heating area is 1 billion square meters. In December 2023, the 11th Plenary Session of the 11th Regional Party Committee and the Regional Economic Work Conference decided to implement the "Warmth Project" across the entire region of Inner Mongolia.
The decision is an order. The entire region, with the sense of responsibility of "carrying one blueprint through to the end," has driven the "Warmth Project" to deliver outstanding results.
On January 27, the regional government issued the "Implementation Plan for the Urban Heating Warmth Project of the Inner Mongolia Autonomous Region." The Regional Department of Housing and Urban-Rural Development has drawn on key business personnel for centralized work to coordinate and advance the region's "Warmth Project." All leagues and cities have treated the "Warmth Project" as the top livelihood project, and all 12 leagues and cities have formulated and issued specific implementation plans in light of actual conditions. In 7 leagues and cities, the principal party and government leaders are personally responsible for accelerating the implementation of all tasks.
In order to comprehensively resolve the bottlenecks and difficulties existing in the region's heating sector, the Regional Department of Housing and Urban-Rural Development has closely monitored the 12345 consultation and complaint situation and studied and sorted out the data on more than 600,000 heating consultation and complaint cases from the previous two heating seasons (200,000 cases in the 2022-2023 heating season and 400,000 cases in the 2023-2024 heating season). It forwarded to all localities the list of residential communities with relatively concentrated heating complaints and strong resident response, requiring all localities to trace back from users, comprehensively investigate the causes of inadequate heating, and formulate renovation plans of "one plan for one community."
The Regional Department of Housing and Urban-Rural Development also hired 46 experts from the National Heating Association, who have provided comprehensive guidance 18 times on the planning, construction, operation, and management of the "Warmth Project" in various localities, helping all localities carry out work in a systematic, precise, and orderly manner. Special consultations were conducted for key cities such as Hohhot and Baotou. All leagues and cities have actively engaged with heating associations and design institutes both within and outside the region, established expert groups stationed in each league, city, banner, and county, and given full play to professional and technical strength to offer advice and suggestions for the "Warmth Project."
In accordance with the requirement of "starting construction as soon as heating stops," all localities have seized the time. On April 16, 221 engineering projects in 77 banners and counties where heating had stopped commenced construction, going all out to advance project construction. As of now, the region has completed investment of 12.4 billion yuan.
