Chuxiong City recently issued the "Implementation Measures for Simplified Approval of Engineering Construction Projects by 'Substituting Certificates with Letters' (Trial)," the first in Yunnan Province to introduce simplified approval by "substituting certificates with letters" for government-invested projects and industrial projects invested by enterprises in industrial parks.
　　"Substituting certificates with letters" is an important measure by Chuxiong City to continuously advance the reform of engineering construction project approval and create a first-class business environment. It mainly applies to government-invested housing and municipal engineering projects and general industrial projects invested by enterprises in industrial parks within the Chuxiong City area that conform to territorial spatial planning, have completed the procedures for converting agricultural land for land use, and have had their land supply plans approved. On the premise of obtaining the matters that must be completed before commencement, the project construction unit submits an application; the natural resources department issues a land use and planning opinion letter, and the housing and construction department issues a construction opinion letter to temporarily replace the construction permit for construction projects, allowing deficiencies to be made up later while the project commences construction in advance.
　　In recent years, Chuxiong City has continuously deepened the reform of engineering construction project approval, removed bottlenecks in such approval, and explored and promoted simplified approval by "substituting certificates with letters," which has greatly shortened the preliminary preparation cycle of projects and helped enterprises land, start construction, and begin production earlier. Compared with before the reform, application materials have been reduced from 177 to 15, the processing time limit has been compressed from 45 working days to 2 working days, and the number of processing steps has been reduced from 15 to 2. Compared with the conventional approval process, project commencement is advanced by about 60 days.
　　After the issuance of the Implementation Measures, Chuxiong City will strengthen publicity of the simplified approval policy of "substituting certificates with letters," provide full-process assistance and agency services for projects adopting this simplified approval, strengthen communication and coordination, efficiently resolve difficulties and problems in the project approval process, promote the effective implementation of simplified approval by "substituting certificates with letters," inject new momentum into optimizing the business environment, and continuously enhance enterprises' satisfaction and sense of gain in handling matters.
