Recently, in order to ensure the smooth progress of municipal engineering projects and to safeguard the personal safety and health of construction workers under high-temperature weather, the Housing and Urban-Rural Development Bureau of Xi County, Xinyang City, Henan Province, organized personnel to conduct a comprehensive inspection of the municipal engineering projects under its responsibility. Based on the inspection results, rectification requirements were put forward to the construction enterprises, aiming to reduce the risks of high-temperature operations through scientific management and effective measures, improve the overall management level of the projects, and ensure that construction progress advances in an orderly manner.
　　Construction enterprises are required to establish an effective early-warning mechanism. Construction enterprises shall pay close attention to high-temperature warning information issued by the local meteorological department, promptly notify all construction personnel through effective channels, and ensure that warning information is not omitted and achieves full coverage. They shall formulate and adjust construction plans in advance based on the warning information to ensure full preparation before extreme high-temperature weather arrives.
　　Construction enterprises are required to reasonably adjust working hours. Construction time shall avoid the period of the highest daytime temperature as much as possible, and a work-rest system of "seizing both ends and resting in the middle" shall be implemented, with increased workload arranged during the cooler periods in the morning and evening and rest arranged during the high-temperature period at noon. Specific work-rest times shall be flexibly adjusted according to the actual temperature of the day, and outdoor open-air operations may be suspended when necessary.
　　Construction enterprises are required to comprehensively investigate hidden safety hazards. Construction enterprises shall regularly organize professional personnel to conduct comprehensive investigations of hidden safety hazards at the construction site, especially in key areas such as electrical equipment and storage areas for flammable and explosive materials, to ensure that there are no hidden hazards such as fire and electric shock. For hidden hazards discovered, rectification measures shall be formulated immediately, responsible persons and rectification deadlines shall be clearly defined, and timely and effective elimination of the hazards shall be ensured.
　　Construction enterprises are required to formulate scientific and effective emergency plans. Construction enterprises shall also, in accordance with the characteristics of high-temperature weather, formulate and improve emergency plans for heatstroke, clearly define contents such as response procedures, composition of rescue teams, and reserve of emergency supplies, and regularly organize emergency drills for heatstroke, so as to enhance the emergency response capabilities and self-rescue and mutual-rescue capabilities of all employees.

By urging construction enterprises to implement the above work arrangements, the Housing and Urban-Rural Development Bureau of Xi County strives to build a safe, healthy, and efficient construction environment, ensure the smooth progress of municipal engineering projects, and at the same time safeguard the life safety and physical health of every construction worker.
