The Plan identifies four key tasks for the special governance: correcting a batch of prominent problems strongly reflected by business entities, such as false bidding and bid rigging and other illegal and non-compliant acts; improving bidding and tendering institutional rules, cleaning up non-compliant policies and measures, and refining systems such as the evaluation of bidding agencies and bidders; improving an effectively operating regulatory work mechanism, forming a closed regulatory loop, and strengthening the linkage between administrative discipline and criminal justice; and enhancing the efficiency of bidding and tendering services, promoting innovative practices such as remote cross-regional bid evaluation and smart-assisted bid evaluation, and raising the level of intelligence in bidding and tendering work.
In addition, the Plan particularly emphasizes the application of smart approaches in governance actions. Whether remote cross-regional bid evaluation or smart-assisted bid evaluation, the introduction of these innovative practices not only improves work efficiency but also enhances the precision and transparency of governance.
