Recently, it was learned from the Guiyang Municipal Development and Reform Commission that in the first half of 2024, Guiyang and Gui'an cumulatively started 503 new projects, with a total investment of 110.268 billion yuan, including 153 projects each worth over 100 million yuan.
In terms of regions, Yunyan District has 37 projects with a total investment of 15.815 billion yuan; Nanming District has 43 projects with a total investment of 8.895 billion yuan; Huaxi District has 33 projects with a total investment of 8.506 billion yuan; Wudang District has 42 projects with a total investment of 3.332 billion yuan; Baiyun District has 35 projects with a total investment of 7.068 billion yuan; Guanshanhu District has 36 projects with a total investment of 8.322 billion yuan; Qingzhen City has 44 projects with a total investment of 6.962 billion yuan; Xiuwen County has 37 projects with a total investment of 3.543 billion yuan; Xifeng County has 52 projects with a total investment of 3.8 billion yuan; Kaiyang County has 52 projects with a total investment of 3.061 billion yuan; the High-tech Zone has 15 projects with a total investment of 4.5 billion yuan; the Economic and Technological Development Zone has 22 projects with a total investment of 2.527 billion yuan; the Shuanglong Airport Economic Zone has 20 projects with a total investment of 13.770 billion yuan; the Comprehensive Bonded Zone has 8 projects with a total investment of 929 million yuan; there is 1 municipal-level project with a total investment of 329 million yuan; and Gui'an New Area has 26 projects with a total investment of 18.909 billion yuan.
Since the beginning of this year, Guiyang and Gui'an have earnestly implemented the relevant deployment requirements of the central and provincial governments, innovated scheduling and service mechanisms, concentrated various resources and forces, and made every effort to provide factor guarantees such as funding, land, and energy for project construction, effectively promoting the improvement of quality, speed, and efficiency of major provincial-level engineering projects, forming a strong synergy between the province and the city in jointly advancing the construction of "Strong Provincial Capital" projects, and providing strong support for the steady growth of fixed asset investment.
Next, Guiyang and Gui'an will strictly follow the decisions and deployments of the Provincial Party Committee and the Provincial Government, firmly establish the concept of prioritizing projects, valuing projects, and putting projects first, continuously strengthen full-life-cycle management and services for projects, and, with the help of the joint approval platform built by important approval functions such as development and reform, natural resources and planning, ecology, forestry, and housing and urban-rural development, continue to implement temporary centralized office work and "acceptance with tolerance of missing materials + parallel approval," vigorously advance the processing of pre-project procedures, and ensure that mature projects are started whenever possible. At the same time, a problem coordination mechanism will be established to analyze and assess the pain points and difficulties in the project construction process, promote the accelerated construction of major engineering projects with high quality, and stimulate the momentum for stable investment growth.
