Fugu County has strengthened top-level design, formulating and issuing the "Fugu County Engineering Construction Project Approval System Reform Implementation Plan" and multiple other systems covering the entire approval process for engineering construction projects, achieving simultaneous land acquisition and project commencement as well as simultaneous housing rights and property rights. It has implemented an engineering planning exemption system, issued the "Fugu County Construction Project Planning Permit Exemption List," established a joint review and joint approval task force, and promoted a new model of "notification and commitment + acceptance with missing materials + parallel approval," significantly reducing the time required for preliminary procedures. It has established a responsibility system of "one project landed, one plan implemented, one county-level leader overseeing, one department responsible, and one team providing services," optimized "standard land" approval services, implemented the "red and blue stamp" approval system, broken the constraints of prerequisite factors and the serial approval model, and reduced procedures and time limits.

It has formulated unified online and offline "one-window acceptance" work procedures, accelerated the realization of nondiscriminatory acceptance and same-standard processing for the same matters, achieved the goal of "entering one door and getting everything done," and deeply optimized the "convenience for the people and benefit for enterprises" of engineering construction project approval.

Fugu County has improved the level of online processing throughout the entire approval process for engineering construction projects, incorporated all engineering construction project approvals into the Yulin City Engineering Construction Project Approval Management Platform, made the entire approval process electronic, and implemented a "lighting up" system for project approval stages. For high-frequency matters such as construction permits and completion acceptance filing, it has gradually promoted the simultaneous issuance and real-time collection of electronic licenses and physical licenses. It has strengthened the application of electronic seals and electronic materials and enhanced data interoperability and sharing.

Fugu County has adopted measures such as process reengineering, transforming departmental linkage from "working alone" to "collaboration," and transforming functions from "single discipline" to "all disciplines," coordinated approval resources, reduced processing steps by 40%, processing time by 77.1%, and application materials by 29.8%, gathering momentum and empowering the optimization of the business environment. Departmental linkage improves approval efficiency, ensuring the simultaneous issuance of the "four certificates" at the time of land delivery, achieving "zero time difference" between land delivery and certificate receipt and "synchronous progress" between land acquisition and project commencement. It has built a linked assistance and agency service system, issued an assistance and agency service system for engineering construction projects, provided free full-process assistance and agency services to enterprises and people who apply, and made every effort to bridge the "last mile" of service to enterprises and the people.
