In order to thoroughly implement the National Standardization Development Outline, guide social organization standards bodies (social organizations that develop social organization standards) in formulating original, high-quality standards, and promote the standardized and high-quality development of social organization standards, the Standardization Administration of China has organized the compilation of the Comprehensive Performance Evaluation Indicator System for Social Organization Standards Bodies (hereinafter referred to as the Indicator System). It is hereby issued to you, and relevant work is notified as follows:
I. The Indicator System sets out a total of 4 first-level indicators, 21 second-level indicators, and 59 third-level indicators, including 18 basic conditions concerning fee management, intellectual property management, and other matters. Comprehensive performance evaluation of social organization standards bodies shall be carried out in accordance with the Indicator System, with a full score of 100 points. To facilitate classified and tiered management, evaluation results of 95 points or above are rated as three-star, 85 points or above as two-star, and 70 points or above as one-star.
II. Social organization standards bodies shall complete self-evaluation in accordance with the Indicator System by December 31, 2024, and disclose the evaluation results through the National Social Organization Standards Information Platform; the evaluation results shall be objective and truthful. Newly established social organization standards bodies shall complete self-evaluation and disclose the results within 3 months from the date of publication of their social organization standards. For social organization standards bodies that fail to meet any one of the basic conditions, it is recommended that they suspend or terminate social organization standards development work, actively make improvements against the Indicator System, or jointly carry out social organization standardization work with capable social organization standards bodies.
III. Relevant departments shall, within the scope of their statutory duties and in accordance with the Indicator System, guide relevant social organization standards bodies in capacity building, guide relevant upstream and downstream enterprises in the industrial chain or similar social organization standards bodies to jointly carry out social organization standardization work, and in policy formulation and other work may, in accordance with procedures, give priority to adopting social organization standards issued by social organization standards bodies rated two-star or above.
IV. Local market regulation departments shall, together with relevant departments, strengthen guidance on social organization standardization work within their jurisdictions, intensify training and publicity of the Indicator System, and strengthen supervision and management of social organization standards bodies within their jurisdictions.
If localities and departments have any opinions or suggestions during the implementation and application of the Indicator System, please promptly provide feedback to the Standardization Administration of China. Our Administration will continue to improve the Indicator System and, on that basis, carry out nationwide pilot work on cultivating excellence among social organization standards bodies and compliance inspections of social organization standards bodies in due course.
