Beijing, August 14 (Xinhua) — Beijing's Sub-center is building a national green development demonstration zone, focusing on the "three key areas" of buildings, transportation, and industry, strengthening the "three major supports" of energy, ecology, and culture, taking the lead in the city in implementing the three-star green building standard for new large public buildings, carrying out pilot programs in comprehensive energy use and carbon emission evaluation, climate investment and financing, and forestry carbon sinks, and focusing on promoting the large-scale utilization of renewable energy, the realization of ecological product value, the application of green technologies, and industrial agglomeration, so as to accelerate the release of development vitality.

This was learned by reporters on the 13th from the centralized interview activity on "Advancing the Construction of the National Green Development Demonstration Zone in Beijing's Sub-center."

　　Enhancing the Green Content of Regional Development

Meng Jingwei, Secretary of the Tongzhou District Party Committee of Beijing, said that the Sub-center focuses on "green" as its most distinctive feature and deeply advances the construction of the national green development demonstration zone. In order to implement the implementation plan for building the national green development demonstration zone in the Sub-center approved by the State Council, three lists — tasks, policies, and policy matters requiring national support — as well as annual key points have been issued, a working mechanism for joint meetings of municipal departments has been established and improved, and a series of supporting policies will be rolled out in a concentrated manner this year to better empower reform and development.

At the same time, the Sub-center regards high-quality development as the "touchstone" for testing the effectiveness of reform, has studied and proposed a work promotion system of "generating gold through green," accelerated the construction of a green development standards system, planned to create a batch of benchmark demonstration projects, and strived to integrate the concept of green development into all fields and the entire process of the Sub-center's high-quality development, so that reform measures are transformed into tangible development results.

　　Creating a National Model for the Future Development of the Construction Sector

Beijing's Sub-center focuses on innovation-driven development to lead green development. It fully implements green building standards and takes the lead in carrying out the construction of "green building+" demonstration scenarios. It has thoroughly summarized the construction experience of Phases I and II of the administrative office area, formed eight major innovations in engineering construction, fully promoted the architect responsibility system, introduced design supervision to advance the comprehensive optimization of design schemes, made every effort to build a smart construction supervision platform based on BIM + IoT technology, introduced on-site factory supervision, and advanced effective supervision throughout the entire process of schedule, cost, quality, and green construction.

Chen Xiaofeng, member of the Party Working Committee of Beijing's Sub-center, deputy director of the Management Committee, and director of the Sub-center Engineering Office, introduced the reform measures and results centered on creating green projects in the Sub-center. Chen Xiaofeng said that the Sub-center promotes green, industrialized, information-based, intensive, and industrialized construction methods, explores the deep integration of information technology and engineering construction, reduces material and energy consumption, lowers carbon emissions during the construction process, and achieves green, intelligent, and sustainable construction. It strengthens the application of artificial intelligence, big data, and 5G technology, and vigorously promotes the application of foundation pit air membrane technology and new energy machinery. At the same time, it integrates the green concept into the entire process of bidding, design, construction, and completion acceptance of key engineering projects, and effectively links green construction, green production, and green circulation, realizing the deep integration of green high-quality building products and the construction process, making the Sub-center's construction model and construction projects a replicable and promotable model for the future development of the national construction sector.

　　Promoting International Cooperation on Green Development

In order to mobilize the forces of the whole society to jointly participate in greenhouse gas emission reduction, the national greenhouse gas voluntary emission reduction trading market was officially launched on January 22, 2024. Mei Dewen, vice chairman of the Beijing Green Exchange, said that China's voluntary carbon market highlights the "voluntary" attribute and the role of market entities, strengthens information disclosure and public supervision, maintains market integrity, fairness, and transparency, and helps achieve the "dual carbon" goals. As the operating and management institution of the national greenhouse gas voluntary emission reduction trading system, the Beijing Green Exchange provides centralized and unified trading and settlement services for certified voluntary emission reductions (CCER), safeguards the healthy development of the national greenhouse gas voluntary emission reduction trading market, and supports the implementation of the national dual carbon strategy.

It is reported that in the future, the Beijing Green Exchange will continue to make efforts in areas such as the operation and management of the trading platform, policy publicity and interpretation, continuous strengthening of market capacity building, and enriching trading entities.

In terms of energy supply, State Grid Beijing Tongzhou Power Supply Company has explored and formed an energy transition development path of "bringing in green, empowering with data, improving efficiency, and converging carbon" in Beijing's Sub-center. Qiu Mingquan, general manager of State Grid Beijing Tongzhou Power Supply Company, introduced that "bringing in green" means building a strong and reliable power grid to ensure that green electricity from outside the region can be "brought in, landed, and supplied well"; "empowering with data" means enhancing the digital and intelligent operation capabilities of the power grid; "improving efficiency" means promoting the construction of an urban smart energy management system to serve the comprehensive utilization of electricity, gas, heat, and oil and improve energy utilization efficiency; and "converging carbon" means carrying out precise monitoring of regional carbon emissions based on the "one map of electricity and carbon" to guide the whole society in saving energy and reducing carbon. The "zero-carbon" park in the Urban Green Heart jointly created by Tongzhou Power Supply Company and Beijing Investment Group was successfully selected as a case of green and low-carbon energy transition by the National Energy Administration.

In terms of supporting the ESG ecosystem construction of the national green development demonstration zone, the Beijing ESG Research Institute has played a key role. Huang Bo, dean of the Beijing ESG Research Institute, introduced that under the guidance and strong support of the Beijing municipal and Tongzhou district governments, the Beijing ESG Research Institute has actively responded to and thoroughly implemented the concept of green development and has fully devoted itself to Beijing's green institutional reform and the construction of the national green development demonstration zone.
