To deepen the reform of the approval system for engineering construction projects and implement the relevant requirements of the provincial government's "Notice on the Implementation Plan for Further Deepening the Reform of the Approval System for Engineering Construction Projects" and the municipal government's "Implementation Plan for the Reform of the Approval System for Engineering Construction Projects in Ankang City," the County Natural Resources Bureau, the County Housing and Urban-Rural Development Bureau, and the County Administrative Approval Service Bureau jointly issued the "Announcement on the Release of<汉阴县建设工程设计方案审查豁免清单(**批)>the Announcement," further streamlining approval items, significantly shortening project implementation time, and making every effort to optimize the business environment.
　　The first batch of exemption lists announced this time is divided into two major categories, mainly including construction projects with reasonable and compliant deepened construction drawings and simple changes; newly built low-risk small investment projects; and industrial (warehousing) and municipal public utility construction projects, covering five major categories and 20 specific types of projects. For matters included in the exemption list, the construction unit (individual) is exempt from the technical review of the construction project design scheme, and the owner unit, after fulfilling its commitment to the County Administrative Approval Service Bureau, may directly handle the planning permission and related approvals.
　　Next, the County Natural Resources Bureau will, together with the County Housing and Urban-Rural Development Bureau and the County Administrative Approval Service Bureau, dynamically adjust and update the exemption list, promote the implementation of the reform and ensure tangible results, continuously inject "new momentum" into accelerating and improving the efficiency of engineering project approval, and truly enable enterprises and the public to enjoy the "dividends" of approval reform.
