Recently, the Information Office of the Liaoning Provincial People's Government held the third press conference in its series on the theme of "Optimizing the Business Environment." Tong Xigang, Member of the Party Leadership Group and Deputy Director of the Provincial Department of Housing and Urban-Rural Development, introduced that the Department has continued to optimize the business environment in the housing and urban-rural development sector, deepen the reform of the engineering construction project approval system, and advance the reform of municipal public utility services, striving to make new contributions to promoting the overall recovery of the province's economy.
　　The Provincial Department of Housing and Urban-Rural Development has deepened the reform of the engineering construction project approval system and issued the "Implementation Opinions of Liaoning Province on Promoting the Standardization, Normalization, and Facilitation of Engineering Construction Project Approval," focusing on resolving problems such as inconsistent approval standards, uncoordinated online and offline services, insufficient data sharing, and unbalanced development of approval services across regions and between urban and rural areas. It also issued the "Guiding Opinions on Strengthening Whole-Process Management of Engineering Construction Project Approval" and compiled the "General Flowchart for Whole-Process Management of Engineering Construction Project Approval in Liaoning Province" and the "Classified Flowcharts for Whole-Process Management of Engineering Construction Project Approval in Liaoning Province," incorporating links such as expert review, conference review, solicitation of opinions, and on-site verification in the approval service process into the whole-process time management of approval. At present, the whole-process approval time requirements for various projects are: 120 working days for general government-invested projects, 95 working days for general social-invested projects, and 60 working days for renovation-type projects (40 working days for social-invested renovation-type filing projects).
　　In addition, relying on the "Liaoning Provincial Construction Project Construction Drawing Joint Review System," the fire protection and civil air defense design content of housing and municipal engineering is integrated into the construction drawing design documents, and the drawing review institutions conduct online "one set of drawings, one-stop" technical review, promoting the digital delivery and sharing of survey and design results. In the first half of this year, the system accepted 995 housing and municipal engineering projects. The "Measures for the Administration of Joint Acceptance of Housing Construction and Municipal Infrastructure Projects in Liaoning Province" was issued, implementing enterprise-friendly services featuring "unified application, single-window acceptance, joint survey, parallel advancement, information sharing, completion within a time limit, and one document universally applicable," and clarifying that joint completion acceptance of engineering projects shall be handled through a "single window." For eligible unit projects, new measures were clarified, including phased acceptance paths for planning verification and permission for phased acceptance of civil air defense projects.
　　The Provincial Department of Housing and Urban-Rural Development has advanced the reform of municipal public utility services, consistently promoting the "one matter" of joint application for water, electricity, gas, and network as a key task in optimizing the business environment. Together with the Provincial Business Environment Bureau, Department of Natural Resources, Department of Transport, Communications Administration, power company, and other units, it issued the "Work Plan for Deepening the Promotion of the 'One Matter' of Joint Application for Water, Electricity, Gas, and Network," relying on the integrated government service platform and the engineering construction project approval management system to implement the integrated handling service model of the "one matter" of joint application for water, electricity, gas, and network, achieving "one-time notification, one-form application, one set of materials, single-window acceptance, and online handling." At the same time, it organized 579 water, gas, and heating enterprises to compile and improve the "Guide to Handling Matters Without Seeking Connections," clarifying relevant handling paths, required documents, and procedures.
　　Next, the Provincial Department of Housing and Urban-Rural Development will continue to advance the reform of the engineering construction project approval system and the reform of municipal public utility services, effectively serving enterprises and the public, and helping engineering construction projects to start construction and be completed and put into operation more quickly.
