This is the scene of the Huludao City 2024 Third Quarter Key Project Concentrated Commencement Mobilization Conference. On August 8, 68 key engineering and construction projects with a total investment of 9.723 billion yuan commenced construction in a concentrated manner, once again setting off a new upsurge in project construction in Huludao.
　　Since the beginning of the year, Huludao City has anchored itself to Liaoning's new-era "Six Bases" goals and positioning and Huludao's deployment of building "Six Cities," firmly established the concept of "projects as the king," focused efforts on implementing the "Eight Major Offensives," and solidly advanced the construction of the "One Corridor, Six Bases" and the "Hundreds-Billions" industrial clusters, providing strong support for winning the battle in the crucial year of the three-year action for comprehensive revitalization and new breakthroughs.
　　This year, Huludao City plans to implement 605 key projects with investment of over 5 million yuan each, with a total investment of 257.16 billion yuan. As of the end of July, 479 projects had resumed or started construction, with a resumption/commencement rate of 79.2%, up 0.3 percentage points year-on-year. Among them, 282 projects resumed construction and 197 projects newly started construction.
　　The rapid implementation of major projects has provided strong support for driving effective investment. In the first half of the year, Huludao City completed fixed asset investment of 14.73 billion yuan, with a year-on-year growth rate of 15.8%. The number of projects reached a new high, project construction was significantly accelerated, the project structure became more reasonable, and hundred-million-yuan projects were strongly advanced.
　　The achievements in project construction are attributable to Huludao City's continuous implementation of the "Hundred-Day Offensive" action, as well as the city's efforts to strengthen top-level design and adhere to goal orientation, strengthen daily scheduling and adhere to precise management, and strengthen vertical and horizontal coordination and adhere to working in the same direction, striving to achieve early commencement in spring, rapid construction in summer, sustained momentum in autumn, and no pause in winter. In all counties (cities) and districts and all development zones of Huludao City, key projects are making all-out efforts, and key projects are sprinting at full speed with a race-against-time spirit.
　　The nuclear island main works of Unit 2 of the Xudabao Nuclear Power Station project commenced on July 17, officially entering a new stage of comprehensive construction of four units of two types; the first phase and first stage of the Yangnong large-scale fine chemicals project began trial production with feedstock on July 3, the first phase and second stage of infrastructure construction is basically complete, equipment installation is 40% complete, and mechanical and electrical installation is expected to be completed in November; the traffic tunnel and ventilation tunnel of the Xingcheng Pumped-Storage Power Station project have accumulated excavation depths of 981.75 meters and 1,010.3 meters respectively; the first phase of the Xinlianxin million-ton ecological fertilizer project has been put into production, and the second phase is under preparation; the first batch of wind turbines of the Datang Huludao Lianshan 250,000-kilowatt wind power project is expected to meet grid-connection conditions by the end of August, with all works completed by the end of December; the annual 60,000-ton 80/20 dinitrotoluene (DNT) project of Lianshi Chemical Co., Ltd. is undergoing foundation construction; the CSSC Wind Power Xingcheng No. 2 project is expected to make its first investment in September, achieving grid-connected power generation of 10-20 wind turbines.
　　In addition, a number of major projects, including the first phase of CSSC Wind Power Xingcheng, the Datang Huludao Nanpiao 250,000-kilowatt wind power project, the relocation and reconstruction of the 20-2 natural gas separation plant, the Longdong Marriott Hotel, and the silicon crystal materials project of Inner Mongolia Xinggu Technology, are accelerating the processing of procedures, presenting a sound trend of major projects succeeding in an orderly manner, good projects following in echelon, and new projects being put into production and achieving results.
　　At present, newly started projects in Huludao are making full preparations, projects under construction are speeding up, and completed projects are reaching production and being put into use. The strong development momentum radiating from key project construction provides "hardcore support" for high-quality development.
