Reform and opening up are an important means for contemporary China to catch up with the times in great strides, and a key move that determines the success or failure of Chinese-style modernization. Since the 18th National Congress of the Communist Party of China, historic achievements and historic changes have been made in the cause of the Party and the country, and this has been achieved through reform and opening up. The Third Plenary Session of the 18th CPC Central Committee opened a new journey in the new era of comprehensively deepening reform and advancing reform through systematic overall design, creating a completely new situation for China's reform and opening up. The Party Central Committee with Comrade Xi Jinping at its core has united and led the whole Party, the entire military, and the people of all ethnic groups across the country, and with great historical initiative, tremendous political courage, and a strong sense of responsibility, resolutely eliminated institutional and structural shortcomings in all areas, realizing the transformation of reform from partial exploration and ice-breaking breakthroughs to systematic integration and comprehensive deepening. The Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Advancing Chinese-Style Modernization, deliberated and adopted at the Third Plenary Session of the 20th CPC Central Committee, closely centers on the theme of advancing Chinese-style modernization in laying out strategic measures for further comprehensively deepening reform, and focuses on grasping the major institutional and structural problems that need to be solved to advance Chinese-style modernization in planning reform, fully reflecting the historical initiative to improve and develop the socialist system with Chinese characteristics and to advance the modernization of China's governance system and governance capacity. Specifically, this can be understood in depth from the following aspects.

　　Enhance historical resolve. General Secretary Xi Jinping pointed out that "no matter how reform is carried out, the fundamental things such as upholding the overall leadership of the Party, upholding Marxism, upholding the path of socialism with Chinese characteristics, and upholding the people's democratic dictatorship must never be shaken." The Third Plenary Session of the 20th CPC Central Committee emphasized that further comprehensively deepening reform requires summarizing and applying the valuable experience of reform and opening up, especially the valuable experience of comprehensively deepening reform in the new era, and implementing principles such as upholding the overall leadership of the Party, adhering to a people-centered approach, upholding integrity and innovation, taking institutional building as the main line, upholding comprehensive law-based governance, and adhering to a systematic perspective. In the face of the complex and ever-changing domestic and international situation, only by continuously enhancing historical resolve can we eliminate interference from various erroneous trends of thought and better gather the wisdom and strength of the broadest masses of the people. On the new journey of the new era, our Party has always maintained a clear head, grasped the correct direction, advanced reform and opening up on the path of socialism with Chinese characteristics, planned reform and opening up based on China's national conditions, and firmly grasped the historical initiative.

　　Grasp the historical orientation. The problems after development are no fewer than those before development. As socialism with Chinese characteristics has entered a new era, it is necessary to correctly understand and properly handle the new situations and new problems that keep emerging, and achieve higher-quality, more efficient, fairer, more sustainable, and more secure development. On the one hand, efforts should be made to promote high-quality development. China's economy has shifted from a stage of high-speed growth to a stage of high-quality development, and it is necessary to focus on solving the problems of unbalanced, uncoordinated, and unsustainable development, including weak scientific and technological innovation capacity, an irrational industrial structure, and relatively large gaps in urban-rural and regional development and in residents' income distribution. The Third Plenary Session of the 20th CPC Central Committee emphasized building a high-level socialist market economy system, improving the systems and mechanisms for promoting high-quality economic development, building systems and mechanisms that support comprehensive innovation, improving the macroeconomic governance system, and improving the systems and mechanisms for integrated urban-rural development, which can play an important role in shaping new momentum and new advantages for development and promoting high-quality development. On the other hand, institutional building should be placed in a more prominent position. General Secretary Xi Jinping emphasized that "compared with the past, reform and opening up in the new era has many new connotations and characteristics, and one very important point is that institutional building carries greater weight." Since the 18th National Congress of the Communist Party of China, our Party has taken providing a more complete, more stable, and more effective institutional system for the country's long-term stability and security as a major task, and has advanced innovation in systems and institutions in all areas. From the Third Plenary Session of the 18th CPC Central Committee to the Third Plenary Session of the 20th CPC Central Committee, in comprehensively deepening reform, the historical logic has been consistent, the practical logic has been closely linked, and major deployments have continued and progressed, constantly promoting better adaptation between relations of production and productive forces, between the superstructure and the economic base, and between national governance and social development, and increasingly focusing on the systematic, holistic, and coordinated nature of reform. General Secretary Xi Jinping emphasized that "to further comprehensively deepen reform, we must closely follow the theme of advancing Chinese-style modernization, highlight the focus of reform, firmly grasp the value orientation, pay attention to ways and methods, and add momentum to completing the central task and realizing the strategic goals." The Third Plenary Session of the 20th CPC Central Committee studied the issue of further comprehensively deepening reform and advancing Chinese-style modernization, fully demonstrating our Party's historical responsibility in the new era to carry reform and opening up through to the end.

Comprehensively advancing the great cause of building a strong country and national rejuvenation through Chinese-style modernization is the central task of the whole Party and the people of all ethnic groups across the country on the new journey of the new era. To turn the blueprint of Chinese-style modernization into reality, the fundamental key lies in further comprehensively deepening reform and continuously improving systems and mechanisms in all areas. Our Party strengthens historical confidence, grasps the historical initiative, further comprehensively deepens reform, and continuously advances the grand cause of Chinese-style modernization. As far as the external environment is concerned, although the world has entered a new period of turbulence and transformation, the general direction of human development and progress will not change, the general logic of world history advancing through twists and turns will not change, and the general trend of the international community sharing a common destiny will not change. In the long run, economic globalization remains a historical trend, and division of labor, cooperation, and mutually beneficial win-win outcomes among countries are a long-term trend. The Third Plenary Session of the 20th CPC Central Committee clearly stated that openness is a distinctive hallmark of Chinese-style modernization. We must uphold the basic state policy of opening up, persist in promoting reform through opening up, rely on China's advantage of a super-large-scale market, enhance opening capacity in expanding international cooperation, and build a new system of a higher-level open economy. In the face of counter-globalization and the resurgence of trade protectionism, we firmly stand on the right side of history, promote the building of an open world economy, and promote economic globalization toward a more open, inclusive, balanced, and mutually beneficial direction. China, which is further comprehensively deepening reform, will provide more opportunities for global economic development and contribute more wisdom and strength to promoting the building of a community with a shared future for mankind.
