August 8 (Electricity) — According to the website of the National Development and Reform Commission (NDRC), the NDRC, the State Administration for Market Regulation, and the Ministry of Ecology and Environment recently issued a notice on the action plan for further strengthening the development of carbon peak and carbon neutrality standards and measurement systems (2024–2025). The notice states that, following the principles of systematic advancement, prioritizing urgent needs, and open collaboration, efforts will focus on key areas to develop a batch of national standards, adopt a batch of association standards, achieve breakthroughs in a batch of international standards, and launch a batch of standardization pilots. In 2024, 70 national standards will be issued, covering carbon accounting, carbon footprint, carbon emission reduction, energy efficiency and energy consumption, and carbon capture, utilization, and storage, basically achieving full coverage of carbon emission accounting standards for enterprises in key industries. In 2025, a trinity carbon emission accounting and evaluation standards system for enterprises, projects, and products will basically take shape; energy consumption and energy efficiency technical indicators for key industries and products will basically reach internationally advanced levels; and 100 standardization pilots for carbon emission management in enterprises and industrial parks will be established.

Following the principles of coordinated development, demand-driven progress, and innovative breakthroughs, efforts will be made to strengthen the foundational capacity for carbon measurement, improve the carbon measurement system, and enhance the level of support provided by carbon measurement services. By the end of 2025, 20 measurement standards and reference materials will be developed, 25 key measurement technology research projects will be carried out, 50 national metrology technical specifications in the "dual carbon" field will be formulated, important breakthroughs will be made in carbon measurement technologies in key areas, key energy-using and carbon-emitting entities will basically possess carbon measurement capabilities, and the deployment of carbon emission measuring instruments and the verification and calibration of related instruments and equipment will be steadily advanced.
