Since the beginning of this year, Xinyang City in Henan Province has kept in mind the earnest exhortation of "two betters," firmly established the clear orientation of "projects as the king," and through the continuous carrying out of the "three batches" activities, focused on leading industries, gathered advantageous resources, and strived to cultivate key industrial chains (clusters) such as green home furnishing, new energy equipment manufacturing, advanced steel materials, and new-type displays, continuously raising the modernization level of industrial chains and persistently building a modern industrial system.
　　Based on the current state of industrial development and resource endowments, and in light of Henan Province's industrial chain cluster development layout, Xinyang City formulated action plans for 11 key industrial chains, defined development goals, issued guidelines for investment promotion, clarified the "1+1" leading industries and characteristic industry directions for each county and district, and, centering on six major leading industries and 11 key industrial chains, formulated maps and lists. Guided by leading industries, driven by core enterprises, supported by local enterprise matching, and underpinned by the industrial ecosystem, it gives play to government guidance and market leadership, and implements investment promotion to strengthen, cultivate, cluster, optimize, and extend chains; it has built a new model of "Suzhou-Xinyang paired cooperation," created models of "joint venture company + cooperative park" and "leading enterprise driven + group-based undertaking," and stimulated the momentum of industrial cooperation. Since May 2022, Xinyang City, centering on leading industries, has attracted and signed a total of 118 projects in Suzhou, including the Green Intelligent Manufacturing Industrial Park, with a total contract value of 31.11 billion yuan, of which 80 have been put into production.
　　Following the overall approach of "grasping stock, grasping increment, and grasping variables," Xinyang City adheres to project-based advancement and closely focuses on key links in the industrial chain. In 2024, it planned and reserved 400 industrial-chain-related projects, with a planned total investment of 194.326 billion yuan and an annual planned investment of 80.567 billion yuan; it promoted the implementation of the two integrated projects of "wind, solar, thermal, and storage" and "source, grid, load, and storage," as well as the compressed air energy storage project, explored the "Xinyang model" of source-grid-load-storage integration, and drove the development of the city's entire comprehensive energy industrial chain.
　　At the same time, Xinyang City has strengthened factor guarantees, established six 10-billion-yuan-level industrial development guidance funds, set up special funds for high-quality development and credit risk compensation funds, and supported enterprises in the three transformations and the construction of major projects; it encourages sub-funds to invest early, invest in small enterprises, and invest in science and technology, striving to solve the difficulties of difficult and expensive financing for scientific and technological innovation enterprises. Xinyang City adheres to the Monday regular meeting system to help solve problems existing in the project construction process and effectively promote the rapid landing, rapid construction, and rapid achievement of results of projects. In the first half of this year, Xinyang City helped resolve problems for a total of 287 projects.
　　In addition, Xinyang City keeps a close eye on project warehousing and took the lead in Henan Province in establishing an assessment mechanism based on warehousing and inclusion in statistics. It strengthens coordination between the development and reform system and statistical departments, forms a work synergy, focuses on important nodes such as procedure handling and substantive project commencement, implements ledger-based management, and does a good job in overall coordination and service guarantees, ensuring that "every grain is returned to the granary" and promoting effective results in engineering project construction.
