A Certain Naval Detachment Strengthens Intensive Support for Maritime Training Resources —
One Ship Deploys, Many Ships Grow Stronger
The PLA-wide Basic Training On-site Meeting pointed out that it is necessary to deepen exploration of basic training methods in the new era, promote specialized instruction, intensive group training, simulated training, and standardized assessment, and focus on improving the level of teaching and training organization. Intensive group training emphasizes "intensive" and is difficult in "coordination." In the process of vigorously promoting intensive group training, all units, in light of their own actual conditions, have adopted various methods to unify subjects, trainees, resources, and experience, achieve complementary advantages and mutual exchange, effectively solve prominent problems such as difficulty in coordinating teaching resources, difficulty in standardizing site setup, difficulty in grasping teaching progress, and difficulty in improving teaching quality and effectiveness, and have summarized and formed much useful experience in training practice.
Recently, the Lhasa Ship of a certain naval detachment received a sea training plan issued by the relevant office of the headquarters. Unlike before, the plan included an additional list of personnel training alongside, including deputy captains, watch officers, and young operators from brother ships.
"On the basis of sorting out the sea training needs of each ship in the earlier stage, we concentrated officers and soldiers with the same need to accumulate training indicators onto the same ship for training, ensuring rational resource allocation and maximizing training results," a staff officer of the office told the reporter.
In a certain sea area of the Yellow Sea, the Lhasa Ship and the Shenyang Ship of the detachment formed a ship formation and sailed at high speed toward the target sea area. At the same time, multiple fighter aircraft took off from a certain air force airport and rapidly maneuvered toward the ship formation.
In the combat room of the Lhasa Ship, facing air targets approaching from multiple directions, the deputy captain of the Anshan Ship organized the radar station to complete identification of target attributes and then quickly ordered the air combat department to conduct interception and strike.
"Thanks to the detachment's previously formulated measures for intensive support of maritime training resources, in this training we not only saved a great deal of time and resources but also improved training quality and effectiveness," the ship's deputy captain told the reporter after leaving the combat room.
The Lhasa Ship's deployment this time was the first training organized by the detachment after integrating training resources, with a total of 3 deputy captains and 3 department officers from brother ships embarked to follow and observe training. Within a few days, while completing the accumulation of training indicators and assessment tasks for its own officers and soldiers, the Lhasa Ship organized and conducted multiple training contents such as main gun anti-surface attack and anti-submarine search and attack, effectively supporting the post qualification assessment and full-training qualification assessment of the personnel training alongside.
Speaking of the new training organization method, this deputy captain told the reporter an experience —
Previously, due to overlapping tasks and scheduling conflicts, a sea training deployment of the Anshan Ship was postponed many times, and the accumulation of training indicators and independent operation qualification assessments of the deputy captain and department heads were affected.
This situation drew great attention from the detachment's Party committee. After in-depth investigation, they found that similar situations were not isolated cases.
"Many training subjects require coordination of air, surface, and underwater forces from neighboring units for support, and the headquarters needs to communicate and coordinate in advance. If the other side cannot provide support for various reasons, the progress plan for the relevant training subjects can only be suspended." "Because they are combat readiness duty forces, they are sometimes urgently mobilized by higher authorities, which conflicts with the originally scheduled sea training time"...
Individual post qualification training is not only the foundation of unit combat effectiveness building but also concerns the personal growth and progress of officers and soldiers. How to resolve the contradiction between training needs and heavy combat readiness tasks and tight support resources became a issue that the detachment's Party committee focused on. To this end, based on superior documents and in light of the unit's actual tasks, and on the premise of closely following the training process, they formulated the Implementation Measures for Intensive Support of Ship Maritime Training Resources and customized an Individual Post Qualification Training Progress Form for each officer and soldier, guiding and promoting various command personnel and post operators in forming performance capabilities and further improving the effectiveness of maritime training.
"Each ship regularly reports to the headquarters' relevant office every month the military training plan for the following month, focusing on reporting maritime training plans, coordinated support needs, and personnel training-alongside needs," a staff officer told the reporter. Based on the plans reported by each ship, they integrate training and assessment needs, coordinate support resources, and coordinate training plans, ultimately determining the training ship, which then formulates the sea training plan based on the training needs of the personnel training alongside and the ship's training organization and support capacity, accurately determining maritime training and support matters.
To ensure that training resources radiate to training and assessment needs to the maximum extent, they extended the single sea training time of the training ship to ensure that officers and soldiers training alongside receive all required training and complete all required assessments, greatly shortening the talent cultivation cycle.
Opening the detachment's Progress Form for Individual Post Qualification Training of Officers and Soldiers, the reporter saw that the training level, completion rate, and unfinished key subjects of all personnel were clear at a glance. "Only by grasping in detail the training situation of officers and soldiers can we effectively coordinate training needs," a staff officer of the detachment told the reporter.
Moreover, during this sea training, the Lhasa Ship also closely coordinated with the Shenyang Ship to complete vertical replenishment training together and jointly conduct training contents such as formation rescue of persons overboard and missile attack.
"In the anti-air defense subject training, the Lhasa Ship innovated target layout, added a real-combat background, and guided the conduct of live-fire training, promoting the realism of training..." Back in his room, the deputy captain of the Anshan Ship reviewed and summarized the situation of following training at sea this time.
"Strengthening intensive support for maritime training resources is a powerful measure to solve the current shortage of support resources and saturated training needs. It can accelerate the generation of personnel capabilities and solve training organization difficulties," the detachment leader who went to sea with the ship told the reporter. By training alongside brother ships, officers and soldiers, while accumulating training indicators and completing various assessments, also learned good training methods from brother units, ultimately achieving the effect of "one ship deploys, many ships grow stronger."
Short Commentary
Coordinate Resources, Conduct Intensive Group Training
- Kang Zizhan
Vigorously promoting intensive group training is a systematic project involving linkage between higher and lower levels and participation by multiple parties, and it requires strengthening coordination and planning in all aspects. Among these, the most basic and most important is to properly calculate the account of training resource coordination and, through rational allocation, convert limited training resources into as much combat effectiveness increment as possible.
With the same weapons and equipment, the same training time, and the same support conditions, different units can still differ in training quality. The main reason is that each unit's utilization rate and conversion rate of training resources are not the same. Only by implementing scientific training, fine management, and intensive efficiency in every link and field of training work can the conversion rate of training resources into combat effectiveness be truly improved.
Basic training has characteristics such as many specialties and detailed subjects. As the level of combined, specialized, and joint operations continues to improve, it is even more necessary for all units in daily training to focus on transforming training methods and coordinating training resources, scientifically formulate training objectives, training content, and training standards, achieve centralized deployment of training organization forces, centralized use of training equipment, and centralized rotation of training sites, fully use and make good use of training resources, train every individual soldier, every type of equipment, and every type of combat element to standard, solidly enhance unit combat effectiveness, and consolidate the capability foundation for winning future wars and prevailing on future battlefields.
