Recently, the State Council Information Office held a series of themed press conferences on "Promoting High-Quality Development." At the conference, Zhang Shixin, Deputy Secretary-General of the National Development and Reform Commission (NDRC), stated that the lists for the first two batches of "Two Major" construction projects for this year have now been issued, and efforts are underway to ensure funding is in place as quickly as possible and to accelerate project commencement and construction.

"Issuing ultra-long-term special government bonds to support 'Two Major' construction is a major decision and deployment made by the CPC Central Committee and the State Council with an eye on the overall situation of building a strong nation and national rejuvenation. It is an important lever for advancing Chinese-style modernization, promoting high-quality development, and seizing the initiative in development," Zhang Shixin said. He noted that in recent period, in accordance with the arrangements and requirements of the Political Bureau of the CPC Central Committee meeting and the State Council video conference on mobilizing support for "Two Major" construction, the NDRC has adhered to the principle of "efficiently getting one thing done," established and improved a working mechanism together with 30 departments and units, coordinated the advancement of key tasks in both "hard investment" and "soft construction," and carried out all aspects of "Two Major" construction work with high quality.

In terms of "hard investment," the NDRC, together with relevant departments, has organized projects from the top down, strictly conducted review and screening, and given priority to selecting major landmark projects that span regions and river basins, ensuring that projects effectively advance the implementation of major national strategies and genuinely support the building of security capacity in key areas. At present, the lists for the first two batches of "Two Major" construction projects for this year have been issued, focusing mainly on areas such as accelerating the achievement of high-level scientific and technological self-reliance and self-strengthening, promoting coordinated regional development, enhancing the capacity to safeguard food and energy resource security, advancing high-quality population development, and comprehensively building a Beautiful China. Efforts are now underway to ensure funding is in place as quickly as possible and to accelerate project commencement and construction.

In terms of "soft construction," the NDRC has adhered to combining project construction with supporting reforms, accelerating research and formulation of "soft construction" reform measures such as policies, planning, and institutional and mechanism innovation, improving the investment mechanism, and enhancing investment efficiency. At present, a series of policy documents, including those promoting high-quality development of venture capital, have been introduced, and relevant policy measures and long-term mechanisms are being continuously improved.

Zhang Shixin stated that next, the NDRC will thoroughly study and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee, place equal emphasis on quality and efficiency, solidly carry out the organization and screening of subsequent projects, strengthen online monitoring and routine scheduling, organize on-site supervision in due course, and urge acceleration of project commencement and construction. At the same time, in conjunction with project investment, it will promptly formulate and introduce supporting policies and reform measures for "soft construction," continuously optimize institutional supply, and promote the achievement of the "Two Major" goals.
