Recently, it was learned from the Provincial Development and Reform Commission that, in accordance with the requirements of relevant notices, in order to strengthen and standardize the collection, use, and management of Hainan Province government funds, and in light of Hainan Province's actual conditions, the Commission has decided to adjust the scope of collection of the National Major Water Conservancy Project Construction Fund.
The scope of collection of the National Major Water Conservancy Project Construction Fund has been adjusted to all electricity sales in the province except agricultural irrigation and drainage electricity in poverty-alleviated counties, including electricity sold by provincial power grid enterprises to power users, wholesale electricity sold by provincial power grid enterprises after deducting reasonable line losses (i.e., electricity actually sold to resale units), electricity sold by provincial power grid enterprises to subsidiaries and electricity sold overseas, self-generated and self-used electricity of enterprise-owned power plants, and electricity sold by local independent power grids (excluding electricity sold by provincial power grid enterprises to local independent power grid enterprises); inter-provincial (autonomous region, municipality directly under the Central Government) electricity transactions shall be counted in the electricity sales of the receiving province. According to the relevant notice, the poverty-alleviated counties are designated as Wuzhishan, Lingao, Qiongzhong, Baoting, and Baisha. If there are changes in the relevant standards for poverty-alleviated counties in Hainan Province, the ** policy provisions shall prevail.
The collection standard of the National Major Water Conservancy Project Construction Fund shall remain unchanged. Hainan Province's National Major Water Conservancy Project Construction Fund will continue to be collected at the standard of 1.125 li/kWh.
The National Major Water Conservancy Project Construction Fund shall be collected starting from electricity use on July 1 of this year until December 31, 2025. If there are changes in the relevant national collection policies, the ** policy provisions shall prevail.
