According to the Municipal Public Security Bureau Traffic Police Corps, the main line of the eastern section of the North Cross Passage (Rehe Road - Shuangyang Road) will open for trial traffic at 22:00 on August 2. The western section of the North Cross Passage (North Hongqiao Interchange - Rehe Road) opened to traffic in June 2021. The eastern section opening this time starts in the west at the Wen'an Road ground connection point of Tianmu Interchange and connects with the already-opened western section; it extends east to Zhoujiazui Road and Neijiang Road, with a total length of about 8.2 kilometers. From west to east, it has three pairs of entrance and exit ramps at Xinjian Road, Gongping Road, and Huangxing Road, as well as one ground connection ramp at Shuangyang Road. After the entire North Cross Passage opens to traffic, it will provide direct access westward to the Hongqiao Hub and eastward via the Zhoujiazui Road Tunnel to Pudong New Area. The North Cross Passage starts in the west at the North Hongqiao Road Interchange of the Middle Ring Road and ends in the east at the intersection of Zhoujiazui Road and Neijiang Road, with a total length of about 19.1 kilometers. The main line of the North Cross Passage adopts the design standard of an urban arterial road, with a construction scale of four lanes in both directions plus emergency lanes or collector-distributor lanes on both sides, a design speed of 60 kilometers per hour, and a height limit of 3 meters.

The eastern section of the North Cross Passage has the same management measures as the already-opened western section. Pedestrians, non-motorized vehicles (including specially designed vehicles for persons with disabilities), motorcycles (including light motorcycles), large passenger vehicles, goods vehicles, special operation vehicles, vehicles with driving school license plates and temporary test drive license plates, vehicles using temporary out-of-province/municipality driving license plates, vehicles carrying dangerous goods, and other vehicles specified in the Shanghai Municipal Road Traffic Management Regulations are prohibited from passing on the main line at all times. In addition, from 7:00 to 20:00 daily (except Saturdays, Sundays, and public holidays for all citizens), small passenger vehicles with out-of-province/municipality motor vehicle license plates, small passenger vehicles using temporary driving license plates of this municipality, unoccupied taxi passenger vehicles, and small passenger vehicles driven by drivers in the probationary period are prohibited from passing. In addition, special attention should be paid to the fact that the speed limit on the main line of the North Cross Passage is 60 kilometers per hour and the speed limit on ramps is 40 kilometers per hour. Passing vehicles must not exceed the speed limit; the entire North Cross Passage has a height limit of 3 meters, and trucks and yellow-plate passenger vehicles are not allowed to enter.

After the entire North Cross Passage opens to traffic, surface roads along the route are still under construction, and vehicles should drive cautiously. Traffic organization at intersections such as Xinjian Road and Huangxing Road will be significantly adjusted after the ramps are put into use, and the arrangement of through, left-turn, and right-turn lanes will differ noticeably from before. Drivers passing through should follow on-site guidance. Major navigation software companies have promptly adjusted the corresponding navigation route guidance to facilitate public travel. At the same time, because main line traffic will increase after the entire line opens, the number of vehicles transferring from the North Cross Passage to the North-South Elevated Road will increase accordingly, and traffic at the Tianmu roundabout is expected to grow substantially.
