The Hankou North Transportation Hub Passenger Complex is a key project in Wuhan, Hubei Province. With a total investment of 300 million yuan, it was planned to raise construction funds through the BT model (where the government uses non-governmental funds to build certain infrastructure projects).

Yet for such a key project, a company has actually entered the site to start construction without obtaining planning approval, without conducting BT bidding, and without conducting construction bidding!

Hubei Provincial Highway Passenger Transport (Group) Co., Ltd. (hereinafter referred to as "the Provincial Passenger Transport Group") is the owner of this project. Although the Provincial Passenger Transport Group strongly opposed it and demanded a halt to work, it was to no avail.

  Construction site bustling with activity

On September 27, a reporter from Legal Daily visited the construction site and saw that beside the Hankou North Station on the extension of Rail Transit Line 1, on a site of several dozen mu, some workers were busy with exploration and piling, and more than ten pile foundation holes had taken shape.

Outside the site gate, dozens of workers with luggage were waiting to enter. The reporter noted that there were no standard signs at the site entrance or on the outer walls indicating the construction or supervision units.

In one corner on the west side of the site was the newly built project department. The staff were unwilling to disclose which company was constructing here, stating that the construction was "entrusted by Zall."

On the office wall was posted a "Contact List for Staff of the Phase I Project Department of the Hankou North Transportation Hub Station," with the name Peng listed in the project manager column.

Based on the phone number left on the contact list, the Legal Daily reporter called Peng, who said he was no longer in charge of this project, was on a business trip in Qianjiang, Hubei, and did not know the situation on site.

However, the construction workers on site told the reporter that Manager Peng was on site. Guided by the workers, the reporter found Peng, but Peng was unwilling to admit his identity and immediately left the site.

Owner's order to stop work ineffective

The one who organized the construction team to enter the site was the local well-known enterprise Zall Holdings Co., Ltd.

On August 8, the signing ceremony for the cooperative construction of the Hankou North Transportation Hub Passenger Complex was held at the Wuhan Municipal Government. News reports on the signing ceremony mentioned the name of Zall Holdings Co., Ltd. According to the reports, this key project was to be cooperatively constructed and developed by the Provincial Passenger Transport Group, Wuhan Public Transport Group Co., Ltd., and Zall Holdings Co., Ltd.

"The Provincial Passenger Transport Group signed only an intention framework agreement with Zall Holdings Co., Ltd. Zall Holdings Co., Ltd. is merely a potential partner for this project and has no right to enter the site for construction before bidding is conducted," said Wan Wenfei, deputy general manager of the Provincial Passenger Transport Group.

Wan Wenfei told the Legal Daily reporter that on August 28, the Provincial Passenger Transport Group sent a letter to Zall Holdings Co., Ltd., stating that Zall Holdings, without obtaining planning approval procedures for the Hankou North Passenger Complex project, without going through statutory procedures such as BT bidding, and without obtaining the company's consent, disregarded the dissuasion of the company's on-site management personnel, forcibly pried open the company's transformer equipment, connected the power supply, and illegally entered the site for construction.
