Recently, it was learned from the Huaihua Municipal Development and Reform Commission that in the first half of the year, departments at all levels across the city took proactive action, implemented precise measures, overcame difficulties and pressed forward despite obstacles, and the city's key construction projects successfully achieved the "double over half" goal, fully leveraging the role of key construction projects as a "stabilizer" for stabilizing investment, growth, and confidence, laying a solid foundation for accomplishing the full-year targets and tasks.
　　The Huaihua Municipal Party Committee and Municipal Government attach great importance to the construction of key projects, implementing a project scheduling mechanism in which municipal leaders liaising with projects conduct daily scheduling, the responsible municipal leaders conduct monthly scheduling, and the principal leaders conduct quarterly scheduling. The municipal key projects implemented and undertaken by counties, districts (parks), municipal industry authorities, and municipal state-owned enterprises are respectively led and taken charge of by the heads of the counties, districts (parks), and units, with full-cycle tracking services implemented. The Huaihua Municipal Development and Reform Commission treats key project construction as an **engine for driving Huaihua's development, and the Municipal Key Construction Project Affairs Center attends to it in daily work and on a regular basis, effectively promoting the commencement and effectiveness of project construction.
　　In the first half of this year, the city's provincial key construction projects completed 65.4% of the annual planned investment from January to June, 13.1 percentage points higher than the provincial average progress. The municipal key construction projects completed 52.05% of the annual planned investment from January to June, exceeding the scheduled progress by 2.05 percentage points. Among them, the "Top 100" projects completed 61.3% of the annual investment plan, exceeding the scheduled progress by 11.3 percentage points.
