Recently, the main construction of Unit 2 of the Xudabao Nuclear Power Project commenced. As the core support for Huludao's development of a clean energy industry cluster, the four units of Xudabao Nuclear Power will be gradually put into operation between 2027 and 2029, helping to drive the green and low-carbon transformation and development of the local economy.
　　The intensive construction of Xudabao Nuclear Power is a microcosm of Huludao City's accelerated advancement of key project construction. Huludao City is anchored to Liaoning's "Six Bases" goals and positioning for the new era and to Huludao's "Six Cities" deployment—building a national major strategic support city, an innovation-led and central-local cooperation demonstration city, an advanced manufacturing base city, a modern agriculture development city with distinctive features, a high-quality cultural, sports and tourism destination city, and a regional high-level opening-up and cooperation pioneer city—and takes projects as the main lever for winning the crucial battle in the crucial year of the three-year action for comprehensive revitalization and new breakthroughs, making every effort to advance project construction with improved quality and efficiency. In the first half of the year, the city completed fixed asset investment of 14.73 billion yuan, up 15.8% year on year, ranking first in the province.
　　This year, focusing on the construction of eight major industrial clusters—basic chemicals and fine chemicals, clean energy, nonferrous metals, shipbuilding and machinery, strategic emerging industries, swimwear and apparel, and cultural tourism and health care—Huludao City has planned 605 key projects each worth more than 5 million yuan, including 225 projects each worth more than 100 million yuan. As of July 15, 459 projects in the city had resumed or started construction, with a total investment of 197.45 billion yuan.
　　Huludao City has also launched the 2024 project construction "Hundred-Day Sprint" action. The city has established a high-frequency scheduling mechanism involving the main leaders of the municipal Party committee and municipal government to make every effort to accelerate the handling of preliminary project procedures. Municipal departments have concentrated their efforts on project approval, energy use and other aspects, established a green channel for environmental impact assessment approval, adopted the "deficiency tolerance + commitment system" processing model to achieve "one application, two certificates issued simultaneously," and made every effort to promote "start construction upon land acquisition." In the first half of the year, the city's industrial projects completed investment of 8.3 billion yuan, accounting for 56.3%, with a growth rate exceeding 30%. Among them, there were 144 manufacturing projects, accounting for 25.1% of the city's total projects.
　　Huludao has also established a horse-racing mechanism for project construction to create an atmosphere of learning from, emulating and surpassing one another, and to foster a sound development trend in which major projects are replaced in an orderly manner, good projects follow in succession, and new projects are put into operation and deliver results. In the first half of the year, the city newly signed 215 investment promotion projects, up 60.45% year on year. At present, the city has more than 1,200 reserve projects with a total investment of more than 520 billion yuan, showing strong momentum for project construction.
