The project completed the transfer of project land in January 2024, successfully obtained the construction permit in April, and officially entered the construction stage; it was included in the project database in May, and construction started nearly a year ahead of schedule.

During the "gap period" between the land public bidding, auction, and listing announcement and the transaction publicity, departments such as the Jiangnan District Development and Reform Bureau, the Bureau of Industry and Information Technology, and the Land Reserve Sub-center conducted special consultations on the project through field inspections and briefings, sorted out each link and studied each issue one by one, listed and promptly informed the project entity of the list of main review materials required for construction approval matters, and served as a good "advisor" for enterprises. During project construction, Jiangnan District provided full-process "assisted handling and agency" services for engineering construction projects, implemented acceptance with deficiencies, compressed approval time limits, and integrated full-cycle services into all links of project construction.
