Recently, the Huangpi District Administrative Approval Bureau of Wuhan City, together with the district's industry regulatory departments for housing and urban-rural development, transportation, water affairs, landscaping, science and economy, and agriculture, launched the 2024 random inspection and examination campaign to deepen rectification in the field of engineering construction bidding and tendering.
This campaign relies on the provincial "Internet + Regulation" and "Double Random, One Public" system platform. By randomly selecting inspection projects and inspectors, reviewing bidding files, publicly soliciting leads, and conducting on-site project verification, it focuses on the bidding activities of entities such as tenderees, bidders, agencies, and bid evaluation experts, as well as their post-award contract performance. It will severely crack down on illegal and non-compliant acts such as bid rigging and collusion, borrowing of qualifications, disclosure of information, unreasonable restriction of competition, and improper performance of duties by bid evaluation experts, and will also seriously investigate and deal with subcontracting, illegal subcontracting, and contract terms that violate the bidding documents.
According to a relevant official of the Huangpi District Administrative Approval Bureau, since 2023 the district has had a total of 361 engineering construction bidding and tendering projects. This campaign covers all industry sectors of engineering construction bidding and tendering, with random inspections conducted at a rate of 10%, and a total of 37 bidding projects were randomly selected. The personnel participating in the random inspection and examination included 14 law enforcement officers from various industry regulatory departments. To enhance the professionalism and accuracy of the inspection, 4 experts were also hired to participate. At present, 35 leads have been preliminarily identified on issues such as suspected abandonment of bidding without justified reasons, suspected bid evaluation not in accordance with the evaluation standards and methods stipulated in the bidding documents, and suspected failure to establish a bid evaluation committee as required. Other issues such as post-award contract performance were also inspected.
In the next step, the relevant issue leads will be investigated and handled respectively by the district's industry regulatory departments for housing and urban-rural development, transportation, water affairs, landscaping, agriculture, science and economy, and environmental protection. The random inspection results will be made public through the provincial "Double Random, One Public" regulatory platform and the district people's government website. Illegal and non-compliant acts discovered will be seriously handled in accordance with laws and regulations; leads suspected of disciplinary or regulatory violations will be promptly transferred to the disciplinary inspection and supervision authorities, and leads suspected of illegality will be transferred to the public security authorities in accordance with the law, so as to effectively create a fairer, more just, open, and transparent bidding and tendering market environment.
