Entering the Barracks: "Code" Draws the Square and Circle
Western Theater Command Second Military Court Conducts "Civil Code Publicity Month" Activities
May of this year marks the fourth "Civil Code Publicity Month." During the "Civil Code Publicity Month" activities, military and civilian sectors jointly carried out legal education activities in various forms, integrating legal education into grassroots governance and into the daily lives of officers and soldiers, bringing the Civil Code to their side and into their hearts.
Recently, in barracks across the northwest of the motherland, a variety of exciting legal education activities are being carried out enthusiastically. On the occasion of the fourth anniversary of the promulgation of the Civil Code, military judges from the four provinces (regions) of Gansu, Qinghai, Ningxia, and Xinjiang came to the side of officers and soldiers stationed there, and with the theme of "Entering the Barracks: 'Code' Draws the Square and Circle," carried out in-depth "Civil Code Publicity Month" activities.
"Can an 8-year-old child run errands to buy soy sauce?" At a certain guard service unit, Hou Jia, a judge of the Western Theater Command Second Military Court, conducted special education under the title "Familiar with the Square and Circle in the 'Code,' Familiar with Rights Protection Strategies," using a simple question to help officers and soldiers understand what the civil capacity of natural persons is. After the class, officers and soldiers said one after another that real cases not only helped everyone become familiar with specific legal provisions, but also strengthened their thinking in the rule of law.
Since the Western Theater Command Second Military Court deployed and launched Civil Code-themed publicity activities at the end of April, it has led affiliated grassroots military courts, together with local court judges, lawyers, and military prosecutors, totaling 56 person-times, to cross the Gobi, climb the plateau, travel the border defense lines, and enter sentry posts, covering a cumulative distance of more than 8,000 kilometers. They successively visited 21 units at the regiment level and above, donated 13,000 copies (sets) of legal publicity materials, provided legal consultation services to more than 430 person-times, conducted 25 special education and guidance sessions, and reached more than 42,000 officer and soldier person-times.
In the vast Gobi, judges from the PLA Lanzhou Military Court trekked more than 10 hours to enter a certain Air Force base, explaining the Civil Code around social hot topics and telling officers and soldiers the key and difficult points of using legal weapons to resolve disputes. The court's "1+X" service model, with military judges lecturing on the Civil Code as a required course and military prosecutors conducting warning education and local judges providing litigation guidance as elective courses, effectively improved the effectiveness of legal publicity.
On the snowy plateau, the PLA Xining Military Court launched the "Civil Code One-Code Access," through which officers and soldiers can learn in detail about legal knowledge related to themselves with a single scan. Offline, through various forms such as special lectures, display board explanations, and on-site Q&A, they popularized legal knowledge involving married life, family disputes, private lending, and other matters, truly bringing the Civil Code to the side of officers and soldiers and into their hearts.
At border defense sentry posts, the PLA Urumqi Military Court, together with military procuratorates, local people's courts, and lawyers associations, went deep into the troops to carry out "Four Ones" publicity activities consisting of "organizing one Civil Code lecture, presenting a batch of rule-of-law education products, visiting one legal corridor, and answering a batch of legal consultations." The Civil Code publicity gift packages carefully prepared by the court, such as comic booklets and playing cards, were deeply loved by officers and soldiers.
Zuo Shi, president of the Western Theater Command Second Military Court, said: "Carrying out Civil Code publicity and education in the troops is a practical measure of the Political and Legal Affairs Commission of the Central Military Commission to implement the strategy of governing the military according to law and promote the transformation of the way the military is governed. Military courts are not only military judicial organs but also important institutions for rule-of-law publicity in the troops, and they should actively contribute wisdom and strength to the building of a rule-of-law barracks."
