Lanzhou, May 24 (Report) — Longnan, Gansu, a lonely corner hailed as the "Jiangnan of Longnan" yet sealed off among towering mountains, is now transforming at an astonishing pace, writing a new chapter from "the Shu Road is hard" to "thoroughfares open and smooth." Twenty years ago, the promulgation and implementation of the Road Traffic Safety Law of the People's Republic of China (the "Road Traffic Safety Law") not only paved smooth roads toward the future but also witnessed profound changes in the lives of the people on this land.

In Longnan City, Gansu, expressways and railways run like two parallel arteries through fields of golden rapeseed flowers.

The Xixia, Qingni Ridge, Yinping Road, and Qishan Road within Longnan... the relics and place names of the ancient Shu Road that remain today are all evidence of how hard travel once was. "The Shu Road is harder than climbing to the sky" — the Tang dynasty poet Li Bai's vivid description of the hardships and dangers of the ancient Shu Road still applied to Longnan twenty years ago.

Du Shijing, a 65-year-old veteran driver and a witness to this history, once drove an old Jiefang truck, bumping along the potholed National Highway 212, every step accompanied by the unknown and by challenges. "A jingle at the time described it aptly: 'The high road reaches into the clouds, reach out and you can touch the sky; never forget the road you came by, at the dangerous spots you dare not look; the Bailong River, the Baishui River, every river too turbulent to pole a boat; traveling along the mountains and beside the water is hard' — that was a true portrayal of the roads then," Du Shijing recalled, his eyes glistening with emotion over the dramatic changes past and present. "Dust flying everywhere used to be the norm, and after rain it was muddy beyond measure; today, all of that is history."

In today's Longnan, the building of a three-in-one multidimensional transport network of expressways, railways, and civil aviation has made "expressways in every county" no longer a dream but a reality within reach. Across 3,165 administrative villages and 195 townships, hardened roads extend like blood vessels, connecting every inch of land with the outside world.

Roads extending in all directions make travel highly convenient for the people.

The implementation of the Road Traffic Safety Law is not merely a set of written rules; it has also guided Longnan's comprehensive improvement from infrastructure construction to public safety awareness, injecting strong rule-of-law momentum into the region's development.

Liu Shao, head of the Traffic Police Detachment of the Longnan Municipal Public Security Bureau, spoke with deep feeling about the twenty years since the Road Traffic Safety Law took effect: "These twenty years have seen not only a leap in the elements of traffic safety but also an improvement in people's living standards. From driving skills being rare to a driver's license becoming the 'coming-of-age ceremony' for many at 18, and even seniors of 70 able to take the wheel — behind this lies social progress and the deepening of the rule of law."

To make business handling more efficient, standardized, and transparent, the Vehicle Management Office of the Traffic Police Detachment of the Longnan Municipal Public Security Bureau has introduced a 300-second time-limited completion service.

In service innovation, the Traffic Police Detachment of the Longnan Municipal Public Security Bureau is at the forefront. Wang Quanhui, director of the detachment's Vehicle Management Office, explained that what once required a day of traveling over mountains to process a driver's license can now be easily handled without leaving one's village or township, or even completed via mobile phone, greatly convenience the public. This is not only technological progress but also a leap in service philosophy.

Safety is the eternal theme of transport development. Driven by the Road Traffic Safety Law, the public security traffic police department of Longnan has continued to carry out source governance and comprehensive governance, and the traffic accident rate has dropped significantly. Li Haoran, a resident of Longnan, feels this deeply: "In the past, you often heard about traffic accidents around you, and people's safety awareness was weak. Now, from children to the elderly, everyone knows the importance of obeying traffic rules."

"The concept of civilized traffic has taken deep root over these twenty years," Liu Shao said. The legal system has become increasingly complete, traffic police enforce the law fairly and in a civilized manner, and through online and offline publicity across multiple channels, the advocated values of "self-discipline, inclusiveness, courtesy, and civility" have become a new traffic culture, leading the trends of the times. Even more noteworthy is the convenience-oriented reform of public security traffic management services — from cumbersome to simplified, from offline to online — a series of innovative measures that let people make fewer trips and get things done faster, with a growing sense of happiness.

Over the past 20 years, Longnan's road traffic has developed significantly, and the public's safety awareness has markedly improved.

Now, after a lifetime of driving, Du Shijing has retired and volunteered as a worker, turning from witness to participant, offering free retraining to friends who have just obtained a license or who have held one but not driven for a long time. "I want to share my experience with everyone so they can all drive safely," he said with a smile. "Seeing how good the traffic is now, I want to do my part too."

Twenty years of trials and hardships, with the law nourishing the Shu Road. Every leap in transport services has added a vivid stroke to people's lives, turning the vision of "steady progress and lasting reach" into reality step by step.
