To all municipal construction industry associations, Zhejiang Construction Group, and relevant provincial-level professional associations:

In order to implement the new development philosophy, adhere to the policy of "a hundred-year plan, quality first," promote the improvement of construction project quality, drive the high-quality development of the construction industry, and standardize the application, recommendation, and preliminary review and evaluation work for Zhejiang Province's applications for the China Construction Engineering Luban Prize (National Quality Engineering Award), these measures are hereby formulated.
