In May, across the high-tech zone and Dongsheng District, tamping machines roar and vibrate, cranes and tower cranes stand in clusters, and vehicles shuttle back and forth without pause; every major project construction site brims with vigorous vitality.
In recent days, the high-tech zone and Dongsheng District have kept a close eye on progress and raced against the schedule for major projects. As of now, a total of 202 major projects each worth over 5 million yuan have been implemented (116 newly built, 86 continued), with total investment of 95.968 billion yuan and an annual planned investment of 30.283 billion yuan; 148 have resumed or started construction, and 6.195 billion yuan of investment has been completed.
At the site of the JA Solar full-industry-chain low-carbon demonstration base project, construction is proceeding in a tense and orderly manner across the various plots—the 20GW monocrystalline wafer workshop, two 10GW cell workshops, two 220KV substations, and more—while staff from all participating units work day and night, and the project rises rapidly.
The JA Solar full-industry-chain low-carbon demonstration base project has a total floor area of about 1.5 million square meters and mainly comprises production workshops, automated warehouses, 220KV substations, a power center, a wastewater station, staff dormitories, expert apartments, an activity center, commercial facilities, and more. Once fully completed, the project is expected to generate annual output value of about 40 billion yuan and create more than 13,000 jobs, becoming the vertically integrated production base with the highest capacity matching and the largest investment scale among JA Solar's existing production bases.
Firmly upholding the concept of "projects first," the high-tech zone and Dongsheng District are accelerating project construction—focusing on goals and tasks, planning scientifically in advance, keeping a close eye on time nodes, and strengthening overall coordination and scheduling—to drive the formation of more physical work volume. By grasping both construction and commissioning, they let the industry enjoy boundless "wind and solar" prospects; by expanding equipment manufacturing at a busy pace, they give the industry ample "horsepower"; and by strengthening the development of new quality productive forces, they fill the industry with "vitality." The high-tech zone and Dongsheng District are turning blueprint after blueprint into scenes of resumed construction, continuously laying a solid foundation for a full-year economic "house full of honors."
Grasping Both Construction and Commissioning, the Industry Enjoys Boundless "Wind and Solar" Prospects
In the early summer season, the construction site of the Ordos Wind Power Large Blade Intelligent Manufacturing Standardized Factory Building project is exceptionally bustling. The long arms of cranes line up neatly around the perimeter of the rectangular workshop, assisting workers in installing the workshop wall panels; inside the huge workshop, equipment rumbles continuously as workers carry out floor pouring, and a grand main factory building is rising from the ground here.
This Ordos Wind Power Large Blade Intelligent Manufacturing Standardized Factory project, whose overall works are scheduled to be delivered for use on May 30, marks another step by the locality in seizing the advantage in the emerging industry race.
It is understood that once completed, the project will be used by the Times New Material Western Inner Mongolia Large Blade Intelligent Manufacturing Base, equipped with six intelligent production lines capable of producing wind power blades of up to 120 meters in specification, with an annual output of 360 sets of blades (5MW and above). By then, it will further help Ordos build a nationally competitive wind power equipment industry and inject new momentum into the region's industrial shift toward "green" and "new."
They provide precise services for project construction, strengthen technical support, and reinforce guarantees of factor resources such as funding, factory buildings, land, and machinery, materials, and equipment, creating favorable conditions for project implementation and construction. While accelerating construction on a number of major projects with great enthusiasm, the high-tech zone and Dongsheng District are also pressing ahead with the commissioning of completed projects.
Robotic arms swing left and right, and string welding, lamination, layering, framing, cleaning, and packaging are all completed automatically in one continuous flow. In the production workshop of the Elion Yidao 4GW-per-year high-efficiency photovoltaic module project for desert and gobi regions, it takes only 16 seconds to produce a photovoltaic module product.
"This year we have received two orders, from China Railway No. 3 Engineering Group and Three Gorges, with a capacity of 150 megawatts, and the production line is currently running at full capacity," said Bai Di, deputy general manager of Inner Mongolia Elion Yidao New Energy Co., Ltd., with a smile.
As a key project for the region to seize the "wind and solar" industry market, the high-tech zone and Dongsheng District have, with more considerate services and more concrete measures, kept the Elion Yidao 4GW-per-year high-efficiency photovoltaic module project for desert and gobi regions moving and busy.
Bai Di explained: "In addition to ensuring the stable supply of basic production factors such as electricity, water, gas, and heat for the enterprise, the high-tech zone and Dongsheng District have given our company great help in factory building construction, procedure handling, equipment procurement, and overall supply. In addition, this year they also carried out the 'Find Orders for Our Enterprises' activity, and several potential orders are being pursued."
Equipment Manufacturing Expands at a Busy Pace, the Industry Has Ample "Horsepower"
The summer wind sweeps grandly across a splendid scene, and project construction proceeds with the momentum of a rainbow. Amid the roar of machinery, walking into the construction site of the Chery (Ordos) Intelligent Connected Vehicle Industrial Park standardized factory building project, one can see tamping machines busy and pile drivers towering, construction workers cooperating closely, racing against the schedule, accelerating construction, and sprinting at full speed toward the goals and tasks...
In May 2010, the Chery Ordos project took root here;
In April 2024, construction of the Chery (Ordos) Intelligent Connected Vehicle Industrial Park standardized factory building project resumed and accelerated.
The high-tech zone and Dongsheng District adhere to high-standard construction and high-level operation of the industrial park, improve functional supporting facilities, enhance comprehensive carrying capacity, focus on boosting the "supporting force" of equipment manufacturing project construction, strive to create a "new engine" for economic development, and continuously push the Chery Ordos project to grow bigger and stronger. The Chery (Ordos) Intelligent Connected Vehicle Industrial Park standardized factory building project is a vivid example.
"At present, we are carrying out foundation treatment for the KD workshop, the sorting and distribution workshop, and the tooling temporary storage area, as well as construction of the oil depot. At the same time, we are also renovating the stamping scrap line and expanding the stamping workshop; the stamping workshop is expected to meet equipment installation conditions by the end of July," said Zhang Xin, the person in charge of the project site.
It is understood that the Chery (Ordos) Intelligent Connected Vehicle Industrial Park standardized factory building project has a total floor area of 213,000 square meters, a total investment of 1.556 billion yuan, and a total land area of 442,881.86 square meters, with 211,040 square meters of newly built floor area. Once the project is completed in the future, it can provide employment for up to 3,000 people.
New Quality Productive Forces Develop Strongly, the Industry Is Full of "Vitality"
Recently, at the construction site of the standardized factory building project of the High-tech Industrial Park Scientific and Technological Achievements Transformation Base located in the high-tech zone, the outlines of 23 well-arranged main buildings have begun to take shape. Construction workers are going all out to speed up the exterior wall painting work and the renovation of the production workshops and R&D building. As various finishing tasks proceed, the High-tech Industrial Park Scientific and Technological Achievements Transformation Base project is entering the "countdown" to commissioning.
Major engineering projects are the fundamental pillar and driving force for steady and sustained economic progress, and also the core key to accelerating regional industrial transformation and upgrading and cultivating new quality productive forces in the region. Seizing the opportunity of the science and technology "breakthrough" project, the high-tech zone and Dongsheng District have made forward-looking arrangements for a number of future industries such as artificial intelligence, the digital economy, the computing power industry, and aerospace new materials, enabling new quality productive forces to empower regional industrial development. The High-tech Industrial Park Scientific and Technological Achievements Transformation Base project is one of them.
