Urban construction connects urban development at one end and people's wellbeing at the other. Recently, Yancheng City's "2024 Municipal Urban and Rural Construction Key Project Investment Plan" (hereinafter referred to as the "Urban Construction Plan") was officially released. This year, the city has arranged a total of 534 government-invested projects and state-owned enterprise-invested projects, with a planned total investment of 228.065 billion yuan and an annual planned investment of 54.738 billion yuan. Among them are municipal facility projects that strengthen the foundation and bear on the long term, livelihood projects that respond to concerns and meet needs, and public supporting projects that enrich content and shape distinctive features, continuously accelerating urban construction and refreshing the new face of Yancheng's development. To maintain the sustainable development of urban construction, and in line with the plans and needs of various localities and departments, a three-year rolling plan for key urban construction projects (2024-2026) was compiled in parallel, involving 216 projects with a total investment of 98.68 billion yuan.
In 2024, Yancheng City will continue to take urban renewal and the enhancement of urban functions, quality and vitality as its focus, accelerate the resolution of prominent shortcomings in urban construction, effectively improve and enhance the living environment, and raise the happiness index of the people.

From arrangement, revision and refinement to final deliberation and approval, the compilation of the Urban Construction Plan has consistently adhered to the principles of prioritizing people's livelihood, being problem-oriented, maintaining bottom-line thinking, and ensuring both support and restraint. It firmly follows the people-centered development philosophy, focuses fully on public expectations, and centers on shoring up shortcomings, benefiting people's livelihood and enhancing vitality, turning the "list of problems" into a "list of duties" and concentrating efforts on resolving the urgent, difficult, worrying and eagerly awaited problems of the people.

From safeguarding municipal supporting facilities to improving residents' travel conditions; from implementing urban road renewal actions to the renovation and upgrading of old residential communities; from adding "green" to the city to adding color to life... Opening the "2024 Municipal Urban and Rural Construction Key Project Investment Plan Table," the planned total project investment, planned investment for 2024, responsible units, construction methods and so on are clear at a glance.

Project arrangement adheres to focusing on key priorities. Around 10 fields—comprehensive transportation, municipal utilities, urban roads and bridges, landscaping and greening, housing construction, public supporting facilities, urban management, town and village construction, water conservancy facilities, and informatization—a batch of the most representative projects in each is selected for key advancement. Among the key projects implemented, there are 88 sewage quality and efficiency improvement projects with an annual planned investment of 5.178 billion yuan, accounting for 24.5% of the city's annual fiscal expenditure; and 17 key projects in the Chengbei area with a planned total investment of 5.131 billion yuan and an annual planned investment of 721 million yuan, mainly involving sewage quality and efficiency improvement and old residential community renovation projects.

To encourage more social capital to participate in urban construction projects and to do a good job in investment promotion and project advancement, the 66 social investment projects continued from 2023 and the 17 social investment projects planned for near-term new construction in 2024 (the ** batch), involving a total investment of 98.958 billion yuan, are incorporated into the urban construction investment promotion and advancement system, with regular organization of scheduling and advancement services for the projects.

Livelihood-Led, Building a "Livable City"

What is demolished are old houses; what is changed is the old appearance. This year, Yancheng City will solidly advance the renovation of old residential communities and the construction of electric bicycle charging facilities in residential communities. Dongtai City, Jianhu County, Sheyang County and other areas are expected to renovate nearly 100 old residential communities, carrying out comprehensive renovation according to actual conditions around multiple items such as rainwater and sewage separation, installation of elevators, roof repairs, renewal of interior and exterior walls, greening enhancement, technical and security protection enhancement, and electric vehicle charging facilities.
Rural roads are the basic condition for guaranteeing farmers' production and life, the leading and foundational infrastructure for agricultural and rural development, and an important support for building a new socialist countryside. Yancheng City's rural road construction projects are being comprehensively advanced—new construction and reconstruction of rural roads, implementation of life protection projects, bridge construction and renovation... opening up the "last mile" of convenient and fast travel and smooth postal and logistics services in rural areas.

Promoting the expansion of high-quality medical resources and balanced regional layout is an important "foundation" for building the health and wellbeing of the people. The reconstruction and expansion of Yancheng Geriatric Rehabilitation Hospital, the reconstruction and expansion of Yancheng Second People's Hospital, the Phase II construction of Yancheng Children's Hospital, the relocation and new construction project of Yancheng Fourth People's Hospital, the Phase II construction of Yancheng ** People's Hospital... the project construction sites are in full swing. Once completed, the projects will further improve the medical environment for Yancheng residents and enable the people to enjoy higher-quality medical and health services.

How is garbage handled? How is the city appearance improved? How are blocked rivers dredged? Where are new toilets built? How is urban waterlogging solved?... The Urban Construction Plan has arrangements and answers. There is no trivial matter in people's livelihood, and every branch and leaf is filled with care. This year, Yancheng City has a total of 16 landscaping and greening projects, with a planned total investment of 228 million yuan and an annual planned investment of 224 million yuan.
