At this year's National People's Congress and Chinese People's Political Consultative Conference (NPC & CPPCC) sessions, Li Wenling, a deputy to the National People's Congress and captain of the No. 7 Squadron of the Manual Operations Team of Chifeng Jinghuan Environmental Services Co., Ltd. in Inner Mongolia Autonomous Region, submitted a proposal on strengthening job security measures for sanitation workers.
In her daily work and research, Li Wenling found that some regions still have problems in job security for sanitation workers: their working and living conditions are relatively harsh, and due to the nature of their work, sanitation workers must work outdoors for long periods, especially in rain and snow, where they also face unstable risks such as slipping and vehicle traffic.
"Solving the pain points and difficulties in sanitation workers' jobs is an important part of ensuring the long-term, stable and sustainable development of the sanitation industry." To this end, Li Wenling put forward the following suggestions:
Conduct dynamic supervision of wage payments to sanitation workers. It is suggested that relevant departments give priority to ensuring the allocation of service funds for the sanitation industry, and by regularly retrieving relevant records such as social insurance contributions and wage payments, implement dynamic supervision of wage payments to sanitation workers, ensure that wages and insurance premiums are paid and contributed on time, and protect the legitimate rights and interests and normal lives of sanitation workers.
Make greater efforts to improve the working and living conditions of frontline sanitation workers. It is suggested that the government, urban management and other relevant departments increase investment, establish service stations and warm-hearted stations for sanitation workers, and encourage social welfare organizations to organize volunteers to provide services within their capacity for sanitation workers during extreme weather such as severe cold and heat, bringing them more care and concern.
Formulate preferential commuting policies for sanitation workers. It is suggested that transport departments issue relevant preferential policies, and by exempting or reducing fees, encourage sanitation workers to use buses, subways and urban light rail for commuting, so as to reduce traffic risks through safer commuting methods and protect the lives and safety of sanitation workers.
