The construction industry and the building materials industry, as important sectors of China's national economy, are of great significance to the green, high-quality and sustainable development of the national economy. As an important form of construction industrialization, prefabricated buildings drive the traditional construction industry to leap from a dispersed and backward handicraft production mode to a socialized large-scale industrial production mode based on modern technology. They help enhance the construction industry's contribution to achieving the "carbon peaking and carbon neutrality" goals and are the inevitable path for the transformation and development of the construction industry.
Su Yuehua, a deputy to the National People's Congress and Party Secretary and Chairman of Gansu Construction Investment (Holdings) Group Co., Ltd., stated that in recent years Gansu Province has actively developed prefabricated buildings, but the pace has been relatively slow, with a large gap from the requirements of the plan. The technical standard system for prefabricated buildings is still incomplete, and prefabricated components and prefabricated buildings have not yet formed a complete industrial chain and market mechanism. The cultivation of professional technical talent and industrial worker teams has not been adequate, resulting in the inability to effectively release the production capacity of prefabricated production base factories. To this end, Su Yuehua suggested:
Increase efforts to promote prefabricated buildings and formulate clear policy measures. The scope of implementation and execution standards for prefabricated buildings should be further clarified and optimized, and the implementation ratio of prefabricated buildings should be optimized. For example, for projects that have completed the planning and construction application procedures, relevant departments should clearly require that large and medium-sized new buildings and buildings included in affordable housing projects adopt prefabricated construction.
Increase policy support in credit financing, incentives and rewards, and taxation. Greater policy support should be given to relevant entities in the industrial chain, such as investment enterprises, construction enterprises, design and whole-process consulting enterprises, green building materials and component production enterprises, and equipment manufacturing enterprises undertaking prefabricated building projects, so as to create broader development space.
Formulate practical and operational implementation measures for promoting the application of prefabricated buildings, incorporate prefabricated buildings into all stages of engineering construction project approval, exercise strict control, implement the main responsibility, and clearly define the design and construction technical standards, mandatory measures, and phased goals for promoting the application of prefabricated buildings.
