On March 5, it was learned from Weibin District that, in order to expand effective investment and inject new vitality into accelerated high-quality development, the district has firmly established the clear orientation of "judging heroes by projects and promoting development through projects." In the strong atmosphere of comparing, learning, catching up and surpassing, and of solid and earnest work, it has formed a sound development pattern of "planning a batch, signing a batch, starting construction on a batch, and putting a batch into production," providing solid support for the district's high-quality development and the building of a modern industrial system.

Weibin District keeps a close eye on key links in major projects such as commencement, construction and production, seizes time nodes and accelerates project progress. As of now, there are 3 projects in the library for the 11th batch of "a batch of commencements," with a total investment of 2.22 billion yuan and a planned investment of 635 million yuan for 2024, with a commencement rate of 100%. There are 4 projects in the "a batch put into production" category, with a total investment of 3.17 billion yuan, and cumulative completed investment accounting for 100% of the planned total investment. In 2024, a total of 24 provincial and municipal key projects were declared, with a planned total investment of 14.46 billion yuan. From January to February, cumulative completed investment was 1.818 billion yuan, accounting for 31.46% of the annual investment target, and project construction achieved a "good start."

The encouraging data of the "good start" come from Weibin District's attentive service accumulated over time. The district seizes policy opportunities for "list-based" reserves and establishes and improves a full-life-cycle closed-loop service management mechanism for key projects. Relying on the project full-life-cycle supervision system, it focuses on advancing the coordinated scheduling of 202 projects in the district, with scheduling carried out according to nodes every month. According to dynamic data from the system, from January to February, cumulative completed investment was 3.247 billion yuan, accounting for 17.37% of the annual planned target, and 11 new projects started construction, completing the sequential target ahead of schedule. In addition, it has improved the working mechanism for county-level leaders to take charge of projects, selecting 65 projects with high investment intensity, good development prospects and strong radiating and driving effects to be included in the key project promotion subcontracting service ledger. Leading cadres adhere to "on-the-spot office work" and take the lead in going deep into the project frontline, carrying out daily scheduling and monthly reporting on projects, and promoting project construction with strong leadership.

The district has also seized opportunities such as new national policy-based funds, conducted in-depth analysis and research on higher-level financial support directions, and gone all out to secure funds. At present, it has reserved and declared 6 projects for the 2024 affordable housing project within the central budget investment, with planned application for central budget investment of about 48.12 million yuan; and reserved 29 local government special bond projects, with a total investment of 10.14 billion yuan, laying a solid foundation for securing higher-level policy and financial support.
