Recently, at the project site of the high-end intelligent manufacturing industrial park in Jiajiakou Town, Ningjin County, Weiya New Materials Co., Ltd., located in Workshop No. 6 of the East District, is stepping up production of new-energy wind power and photovoltaic aluminum alloy conductors and other products. It took the company less than five months from the start of construction to official production for its wind power and photovoltaic aluminum alloy conductor project.

　　According to reports, the Ningjin County high-end intelligent manufacturing industrial park project is a provincial key project, with a total construction area of about 470,000 square meters and a total investment of 3.5 billion yuan. It has now attracted 13 enterprises, with products covering high-, medium- and low-voltage and special cables as well as related supporting polymer cable auxiliary materials. After the project is put into production, it is expected to achieve an annual output value of more than 5 billion yuan.

　　Since the start of construction, Ningjin has provided "integrated" services in factor supply, administrative approval, supporting services and other aspects to ensure that enterprises move in and start production as early as possible.

　　To accelerate the progress of project construction, Jiajiakou Town, where the project is located, established a park work task force to provide full-process assistance and on-site supervision, taking full responsibility for coordinating the handling of various procedures in the park as well as follow-up work. "When the project was in trial production in November last year, the park's power grid was not yet complete." Wu Liwei, project manager of Weiya New Materials, told reporters that the park work task force promptly coordinated with the power department to connect temporary electricity for them, ensuring that the project went into production on schedule.

　　"To improve project standards, we explored a new model of land transfer with design plans." Liu Lipeng, a member of the park work task force, introduced that under the original process, enterprises could only organize design units to prepare construction project design plans after the land transfer was completed. Now, by moving the design stage earlier, a lot of time is saved. Under the new model, after the project is awarded the land, it can simultaneously handle project approval, planning and construction permit-related procedures, achieving "start construction upon land acquisition" while ensuring that the project is constructed in accordance with planning and design to high standards.

　　Agent construction of the project shortens the construction period. The county established a state-owned company, Caichuang Industrial Group Co., Ltd., to uniformly expropriate land, handle project filing, safety assessment, environmental impact assessment and other approval matters, and improve factor guarantees such as water, electricity and gas, greatly accelerating the progress of the industrial park project.

　　Ningjin County also implements a project leader responsibility system, with each project assigned a project leader, a responsible unit, a liaison person and a specific agent handling personnel. From filing and project approval, commencement and implementation to production and effectiveness, project leaders carry out "full life cycle" tracking services. At the same time, the mechanism for leaders to liaise with projects is continuously optimized. The county party secretary and county magistrate conduct research at project construction sites, and members of the leading group for key projects regularly visit project construction sites to hold on-site meetings and solve problems on site.

　　Thanks to the "integrated" services provided by government departments, the infrastructure of the industrial park project has now basically been completed, and the 13 enterprises that have moved in are accelerating construction. Completion acceptance is expected in April this year.
