Pan Xueyuan, member of the Standing Committee of the Municipal Party Committee and Executive Vice Mayor, attended the meeting and delivered a speech.

　　As of the end of February, among the city's 24 major provincial-level engineering projects, 13 had started construction, with a start rate of 54.2%, and completed investment of 2.54 billion yuan, with an investment completion rate of 12.4%; among the 525 major municipal-level projects, 336 had started construction, with a start rate of 64%, and completed investment of 21.94 billion yuan, with an investment completion rate of 16%; among the 244 projects planned to start in the first quarter, 169 had started, with a start rate of 69.3%, and completed investment of 8.01 billion yuan, with an investment completion rate of 15.9%.

　　Pan Xueyuan emphasized that this year is the "Year of Solid Work and Striving for Excellence" established by the Municipal Party Committee. For major project construction, "solid work and striving for excellence" means "starting construction quickly, investing more, and achieving results early," and fully implementing the requirements set by the Municipal Party Committee and Municipal Government that "all 'provincial major' projects start construction in the first half of the year; more than half of the 'municipal major' projects start in the first quarter, all start in the third quarter, and the annual planned investment is completed by the end of November." He required that efforts should focus on attracting investment while emphasizing both quantity and quality, vigorously grasping overall planning, vigorously grasping pragmatic advancement, and vigorously grasping investment promotion platforms; efforts should focus on project construction and advancement, with fast factor guarantees, strict start-of-construction verification, and solid investment progress; efforts should focus on full-life-cycle services, strengthening scheduling and advancement, strengthening tracking and evaluation, and strengthening supervision and assessment; efforts should focus on policy tools and striving, doing a good job in project reserves and in preliminary preparations.
